9.5 As Internet Computer Services Centres (ICSCs) (commonly known<br />
as “Internet cafes” or “cyber cafes”) had become one of the popular places<br />
where young people and students patronize, the SCOYO was interested in the<br />
youth crime situation in ICSCs and the control and supervision of these centres.<br />
The <strong>Committee</strong> noted that the number of crimes reported in ICSCs only<br />
accounted for a small portion of the total number of crime reports. The SWD<br />
provided outreaching social services to young people patronizing ICSCs and<br />
were risky night drifters or vulnerable to negative influence. The Home Affairs<br />
Bureau issued a “Code of Practice for Internet Computer Services Centres<br />
Operators” for voluntary compliance by ICSC operators. The Police and other<br />
departments concerned also patrolled ICSCs to ensure the latters’ compliance<br />
with the law.<br />
Publicity Sub-<strong>Committee</strong><br />
9.6 The Publicity Sub-<strong>Committee</strong> of the FCC publicises the policies,<br />
objectives and strategies of the FCC, with a view to fostering public awareness<br />
of crime prevention and motivating the community to play a more active role in<br />
the fight against crime. The terms of reference and the 2009-10 membership of<br />
the Publicity Sub-<strong>Committee</strong> are at Appendix B(b).<br />
9.7 The Publicity Sub-<strong>Committee</strong> is responsible for formulating and<br />
implementing the Fight <strong>Crime</strong> Publicity Campaign. This annual campaign<br />
usually embraces one or more themes targeting prevailing crimes and / or areas<br />
of major community concern. Details of the 2009-10 Fight <strong>Crime</strong> Publicity<br />
Campaign are set out in Chapter 7.<br />
9.8 In 2009-10, the Publicity Sub-<strong>Committee</strong> planned and implemented<br />
a territory-wide fight crime publicity campaign through the use of the mass<br />
media and community programmes such as the Good Citizen Award Scheme.<br />
The Publicity Sub-<strong>Committee</strong> also worked closely with the DFCCs in planning<br />
and organising publicity activities at the district level in support of the territorywide<br />
campaign.<br />
Good Citizen Award Scheme<br />
9.9 Sponsored by the Hong Kong General Chamber of Commerce, the<br />
Good Citizen Award Scheme was introduced in 1973 by the FCC to give<br />
recognition to members of the public for their help in the fight against crime. To<br />
further promote public interest in the Scheme, an additional honour – the Good<br />
Citizen of the Year Award – was introduced in 1984 to give recognition to civicminded<br />
citizens who display exemplary courage in preventing or helping to<br />
detect crimes or in apprehending culprits.<br />
