9.5 As Internet Computer Services Centres (ICSCs) (commonly known
as “Internet cafes” or “cyber cafes”) had become one of the popular places
where young people and students patronize, the SCOYO was interested in the
youth crime situation in ICSCs and the control and supervision of these centres.
The Committee noted that the number of crimes reported in ICSCs only
accounted for a small portion of the total number of crime reports. The SWD
provided outreaching social services to young people patronizing ICSCs and
were risky night drifters or vulnerable to negative influence. The Home Affairs
Bureau issued a “Code of Practice for Internet Computer Services Centres
Operators” for voluntary compliance by ICSC operators. The Police and other
departments concerned also patrolled ICSCs to ensure the latters’ compliance
with the law.
Publicity Sub-Committee
9.6 The Publicity Sub-Committee of the FCC publicises the policies,
objectives and strategies of the FCC, with a view to fostering public awareness
of crime prevention and motivating the community to play a more active role in
the fight against crime. The terms of reference and the 2009-10 membership of
the Publicity Sub-Committee are at Appendix B(b).
9.7 The Publicity Sub-Committee is responsible for formulating and
implementing the Fight Crime Publicity Campaign. This annual campaign
usually embraces one or more themes targeting prevailing crimes and / or areas
of major community concern. Details of the 2009-10 Fight Crime Publicity
Campaign are set out in Chapter 7.
9.8 In 2009-10, the Publicity Sub-Committee planned and implemented
a territory-wide fight crime publicity campaign through the use of the mass
media and community programmes such as the Good Citizen Award Scheme.
The Publicity Sub-Committee also worked closely with the DFCCs in planning
and organising publicity activities at the district level in support of the territorywide
campaign.
Good Citizen Award Scheme
9.9 Sponsored by the Hong Kong General Chamber of Commerce, the
Good Citizen Award Scheme was introduced in 1973 by the FCC to give
recognition to members of the public for their help in the fight against crime. To
further promote public interest in the Scheme, an additional honour – the Good
Citizen of the Year Award – was introduced in 1984 to give recognition to civicminded
citizens who display exemplary courage in preventing or helping to
detect crimes or in apprehending culprits.
