2009-10, the Department continued to make referrals of<br />
suitable rehabilitated offenders to the social enterprise and<br />
assist in the promotion of the project. The Department also<br />
continued to facilitate such cooperation for the benefit of<br />
rehabilitated persons.<br />

For district and community organisations : To promote<br />
public acceptance of rehabilitated offenders, the CSD<br />
continued to cooperate with DFCCs to organise district-based<br />
publicity activities in 2009-10. The Department also<br />
continued to maintain and build up partnership with a variety<br />
of community organisations to take forward initiatives for the<br />
benefit of prisoners and rehabilitated offenders. The<br />
Department conducted an NGO Service Day, with the theme<br />
“Caring for Rehabilitated Offenders” to appeal for public<br />
support for volunteer work in offender rehabilitation in<br />
December 2009, with volunteers from all NGO partners<br />
being mobilised to provide services to offenders. In addition,<br />
the Department held a large-scale NGO forum, entitled<br />
“Volunteering – A Strategy for Achieving Effective Offender<br />
Rehabilitation”, in January 2010 to enhance co-operation<br />
with NGOs in the provision of rehabilitative services for<br />
offenders.<br />
8.5 Community support is a key factor contributing to the successful<br />
transition of rehabilitated offenders to law-abiding citizens. This will in turn<br />
help reduce re-offending and save public expenses. The FCC endorsed the<br />
CSD’s efforts in the rehabilitation of offenders, and considered that the<br />
Department’s publicity initiatives should continue.<br />
The Implementation of the Outstanding Police Officer Award Scheme by<br />
DFCCs<br />
8.6 The Outstanding Police Officer Award Scheme (the Scheme) was<br />
first organized by 4 DFCCs (North, Sha Tin, Tuen Mun and Wan Chai) out of<br />
their own initiative. The Scheme serves as a form of commendation to<br />
outstanding police officers in the respective districts.<br />
8.7 The FCC was pleased to note from HAD’s report that the Scheme<br />
had been extended to some other districts in the past years in view of the<br />
positive response of the four initiating DFCCs in organizing the Scheme. The<br />
<strong>Committee</strong> considered that the Scheme gave recognition to the Police’s efforts in<br />
maintaining law and order and at the same time helped enhance public<br />
awareness of crime prevention, and supported that individual DFCCs should<br />
