For general public : To augment the publicity and public
education efforts on its offender rehabilitation services, the
CSD rendered support to RTHK’s radio programme
“Devoted to You”, broadcasted television and radio APIs and
produced DVDs of the TV docu-drama “The Road Back V”,
posters and souvenirs for distribution to schools and other
interested organisations. In addition, senior CSD officers
continued to reach out to the community to introduce the
work of the Department and reiterate the importance of
community acceptance of, and support for, rehabilitated
offenders.
In addition, the Department appointed Table-tennis Duo
KO Lai-chak and LI Ching, East Asian Games medallists, as
the Rehabilitation Ambassadors in December 2009 to assist
in the publicity work on rehabilitation. The Department also
staged a TV variety show “Support Offender Rehabilitation
for a Safer and More Inclusive Society” in February 2010
which aimed at enhancing the community’s understanding of
the Department’s rehabilitative services and appealing for
their support for offender rehabilitation.
The CSD continued to hold certificate presentation
ceremonies in 2009-10 to demonstrate the inmates’ efforts in
and commitment to personal enhancement. To give
recognition to the volunteers’ contributions to offender
rehabilitation, the Department held an annual award
presentation ceremony on 23 June 2009.

For employers : The CSD organised visits to correctional
institutions for employers to enhance their understanding of
the Department’s rehabilitation services, in particular the
vocational training courses for young offenders. In
collaboration with merchant / trade associations, the
Department organised employment service support projects
to provide vocational training opportunities for offenders.
With the Department’s coordination, a local catering operator
and the Society of Rehabilitation and Crime Prevention,
Hong Kong established a social enterprise in August 2008
under the Rice Dumpling Production Project to provide
employment opportunities for rehabilitated offenders. In
