OTHER ISSUES DISCUSSED BY THE<br />
FIGHT CRIME COMMITTEE<br />
8.1 In 2009, the FCC also discussed the 2009-10 publicity campaign for<br />
rehabilitated offenders launched by the Correctional Services Department (CSD),<br />
and the implementation of the Outstanding Police Officer Award Scheme by<br />
DFCCs. The outcome of the <strong>Committee</strong>’s discussion on these issues is set out in<br />
the following paragraphs.<br />
CSD’s 2009-10 Publicity Campaign for Rehabilitated Offenders<br />
8.2 The CSD is committed to providing a safe and humane environment<br />
for the detention of prisoners and facilitating their return to the community as<br />
law-abiding citizens after they have served their sentence through the provision<br />
of suitable rehabilitative services. The effectiveness of the CSD’s work in<br />
rehabilitation hinges on not only the quality of the custodial regime and the<br />
rehabilitative programmes, but also the motivation and responsiveness of<br />
offenders towards rehabilitation, as well as the community’s acceptance of<br />
rehabilitated persons.<br />
8.3 Against this background, the CSD has organised a series of<br />
education and publicity activities since 1999 to appeal for public acceptance of<br />
and community support for rehabilitated persons. In view of the positive<br />
response received from the community over the years, the CSD will continue to<br />
organise different education and publicity campaigns to enlist the community’s<br />
support on this front.<br />
2009-2010 Publicity Campaign<br />
8.4 The CSD planned and implemented a series of publicity activities for<br />
2009-10, targeting the following four community groups −<br />

For students : The CSD continued to implement the<br />
“Rehabilitation Pioneer Project (RPP)” targeting students<br />
which included educational talks, visits to institutions under<br />
the Personal Encounter with Prisoners Scheme and the Green<br />
Haven Scheme, visits to Hong Kong Correctional Services<br />
Museum, and the “Options in Life” Student Forum. Over<br />
35 000 young people participated in this project in 2009-<br />
2010. To publicise the anti-drug messages, in particular the<br />
serious effects of psychotropic substance abuse, to the young<br />
participants more effectively, the facilities and exhibits of the<br />
115
