CHAPTER 8
OTHER ISSUES DISCUSSED BY THE
FIGHT CRIME COMMITTEE
8.1 In 2009, the FCC also discussed the 2009-10 publicity campaign for
rehabilitated offenders launched by the Correctional Services Department (CSD),
and the implementation of the Outstanding Police Officer Award Scheme by
DFCCs. The outcome of the Committee’s discussion on these issues is set out in
CSD’s 2009-10 Publicity Campaign for Rehabilitated Offenders
8.2 The CSD is committed to providing a safe and humane environment
for the detention of prisoners and facilitating their return to the community as
law-abiding citizens after they have served their sentence through the provision
offenders towards rehabilitation, as well as the community’s acceptance of
rehabilitated persons.
response received from the community over the years, the CSD will continue to
organise different education and publicity campaigns to enlist the community’s
support on this front.
2009-10, targeting the following four community groups −
which included educational talks, visits to institutions under
the Personal Encounter with Prisoners Scheme and the Green
Haven Scheme, visits to Hong Kong Correctional Services
Museum, and the “Options in Life” Student Forum. Over
35 000 young people participated in this project in 2009-
