needs of the juvenile and his family members, the SWD will provide a wide<br />

range of follow-up services, including crisis intervention, counselling, clinical<br />

psychological service, housing and financial assistance, etc. The SWD may also<br />

consider convening a Family Conference for the juvenile when it is assessed that<br />

his problems/needs require the intervention of three agencies or more, or the<br />

juvenile has been cautioned under the PSDS twice or more. The Family<br />

Conference aims at bringing together the cautioned juvenile, his family members<br />

and professionals from different disciplines to assess his needs and devise a<br />

comprehensive follow-up action plan. The key social worker appointed by the<br />

Family Conference will follow up the action plan endorsed at the meeting by<br />

means of –<br />

(a)<br />

(b)<br />

making the necessary referral(s) for the juvenile and his<br />

family to relevant service units; and<br />

performing post-conference liaison with the Juvenile<br />

Protection Section of the Police and other stakeholders<br />

concerned on the implementation of the action plan.<br />

Referrals to the EDB<br />

6.12 A juvenile who is under 15 years of age and is a school drop-out or<br />

has schooling problems will be referred to the EDB. The EDB will assist him to<br />

resume schooling and adjust to school life as soon as possible. The EDB is also<br />

represented at the Family Conference to advise on the schooling and school<br />

adjustment needs of the juvenile.<br />

Recidivism<br />

6.13 A person is regarded as a recidivist if he is re-arrested for crime<br />

within two years from the date of caution, or before he reaches 18 years of age,<br />

whichever occurs first. The recidivist rate for the juveniles cautioned in 2007<br />

was 16.9%, compared to 16.2% for those cautioned in 2006, 18.8% in 2005,<br />

14.9% in 2004 and 19.6% in 2003. Due to the two-year rule, the recidivist rate<br />

for those offenders arrested in 2008 and thereafter is not yet available.<br />

Way Forward<br />

6.14 The FCC will continue to monitor the progress of the PSDS through<br />

the half-yearly progress reports submitted by the Commissioner of Police and<br />

tender advice on the scheme as appropriate.<br />
