Post-caution Visits by Juvenile Protection Section<br />
6.9 With effect from 1 November 2008, the respective Juvenile<br />
Protection Section of the Police region in which the cautioned juvenile resides<br />
will, subject to the consent of the offender’s parents or guardian(s), pay regular<br />
home visits to all cautioned juveniles. The visits may last for a maximum of<br />
two years from the date of caution or until the juvenile’s 18th birthday,<br />
whichever is the earlier. The purpose of the visits is to ensure that the juveniles<br />
do not lapse into crime or associate with undesirable characters again.<br />
Community Support Service Scheme<br />
6.10 NGOs run the Community Support Service Scheme on subvention<br />
from the SWD. The scheme aims at helping juveniles cautioned under the PSDS<br />
to improve their interpersonal relationships, develop their sense of social<br />
responsibility, reintegrate them into mainstream education or its work force, and<br />
hence reduce their likelihood of re-offending. The scope of service includes<br />
personal guidance and counselling, socialisation programme, volunteer service,<br />
leadership training, as well as social responsibility and competence enhancement<br />
programmes, etc. If the juvenile is a school drop-out, unemployed or not<br />
participating in any youth activities and is likely to benefit from such<br />
participation, the Police will refer the case to the Community Support Service<br />
Scheme.<br />
Referrals to the SWD<br />
6.11 If the juvenile has family/behavioural problems or does not have<br />
parents or guardian(s) to look after his interest such that the assistance of a social<br />
worker is required, the Police will refer the case to the SWD. Subject to the<br />
