6.5 A total of 2 220 juvenile offenders were cautioned in 2009,<br />
representing a decrease of 5.9% when compared with 2008 (2 358). This gives a<br />
caution rate of 36.7% out of the juveniles arrested, compared with 37.4% in<br />
2008. A comparison of the number of juveniles cautioned in 2008 and 2009 is<br />

6.6 The serious nature of the offence and the previous caution record of<br />
the offender remained the most common reasons for proceeding with<br />
prosecutions instead of giving cautions. The age groups of 13, 14 and 15<br />
continued to be the largest cautioned age groups (see chart at Appendix Q).<br />
Referrals<br />
6.7 With effect from 1 November 2008, the Police has adopted a more<br />
coordinated approach in the post-caution supervision of the cautioned juveniles.<br />
Subject to the consent of their parents or guardian(s), all cautioned juveniles<br />
under the PSDS are referred to the Police’s Juvenile Protection Section for<br />
regular supervisory visits. If the Police Superintendent considers that a juvenile<br />
offender requires further “aftercare” in addition to the post-caution visits by the<br />
Juvenile Protection Section, he will refer the offender to one or more of the<br />
following agencies for appropriate follow-up service with the consent of the<br />
offender’s parents or guardian(s) –<br />

(b)<br />
(c)<br />
NGOs running the Community Support Service Scheme;<br />
the SWD; or<br />
the EDB.<br />
6.8 The number of referrals to the respective agencies/scheme under the<br />
