appropriate support services to them. The drug testing results of individuals will<br />
not be passed onto the Police.<br />
5.6 An NGO has been commissioned to set up a student drug testing<br />
team (SDT team) comprising two nurses (one male and one female), two social<br />
workers and one information administrator. The SDT team will provide oneweek<br />
advance notice to a school principal before the school visit. Test dates and<br />
frequencies will not be made known to the students. The SDT team will visit the<br />
23 secondary schools in Tai Po district at irregular time intervals over the school<br />
year. Students are randomly selected for the screening test.<br />
5.7 To sponsor professional testing and support services to students and<br />
parents participating in the Scheme, the Beat Drugs Fund approved a funding of<br />
about $11 million for (a) formation of the SDT team; (b) Scheme coordination,<br />
case management and counseling service (for both students and parents) by the<br />
designated CCPSA and consultation by medical practitioners to deal with drug<br />
abuse cases uncovered by the Scheme; (c) NGOs providing enhanced school<br />
social work service in the Tai Po district; and (d) logistic and administrative<br />
support to all participating schools.<br />
5.8 The ND has commissioned an evaluation research in parallel to<br />
undertake a comprehensive assessment of the Scheme, research on other local<br />
and overseas experience in school drug testing including a review of overseas<br />
literature and studies, and suggest appropriate refinements and revisions to<br />
the Scheme. The study is expected to be completed in the third quarter of<br />
2010.<br />
5.9 The experience gained and feedback collected in the implementation<br />
of the Scheme would provide empirical data to facilitate the evaluation research<br />
and strategic planning of future anti-drug activities. Bureaux and departments<br />
concerned will consolidate the experience gained and make reference to the<br />
recommendations of the research study when considering the way forward for<br />
school-based drug testing.<br />
5.10 The FCC will closely monitor the implementation of the Scheme and<br />
further discuss the way forward upon the completion of the Scheme and the<br />
evaluation research.<br />

5.11 The Task Force has recommended that, as a matter of principle, new<br />
legislation should be introduced to empower law enforcement officers to require<br />
a person reasonably suspected of having consumed dangerous drugs to be<br />
