DRUG TESTING PROPOSALS<br />

5.1 Given the hidden nature of psychotropic substance abuse, the Task<br />

Force led by the Secretary for Justice recommended making use of drug testing<br />

as part of our comprehensive five-pronged anti-drug strategy, in a bid to enhance<br />

prevention and facilitate early identification and intervention of young drug<br />

abusers. In October 2009, Counselling Centres for Psychotropic Substance<br />

Abusers (CCPSAs) started to provide drug testing service as part of the new<br />

medical support to help those who volunteer themselves. In December 2009, the<br />

23 public sector secondary schools in the Tai Po district launched a trial scheme<br />

on school drug testing. At the community level, a public consultation exercise<br />

on compulsory drug testing was being planned for 2010.<br />

5.2 The Task Force has recommended that a research project be<br />

commissioned to devise possible school-based drug testing schemes for<br />

voluntary adoption by schools in Hong Kong. To address the serious and<br />

worsening youth drug abuse situation as witnessed in 2009, the Government, led<br />

by the Security Bureau and EDB, expedited efforts by inviting 23 public sector<br />

schools in Tai Po district to join hands in formulating and implementing a trial<br />

scheme (the Scheme) in the district in school year 2009-10.<br />

5.3 Following an intensive series of consultation, exchange and briefing<br />

session with different stakeholders including teachers, students and parents since<br />

mid-2009, details of the Scheme were worked out and promoted to parents and<br />

students of the 23 schools in Tai Po. About 60% of them joined the Scheme on a<br />

voluntary basis. Actual testing started in December 2009 and completed in<br />

June 2010. Support programmes for identified students may last until the end of<br />

December 2010.<br />

5.4 The Scheme was designed in accordance with the following four<br />

guiding principles - (a) to help students in their best interest; (b) voluntary<br />

participation; (c) personal information is to be kept strictly confidential;<br />

and (d) professional testing and support services are to be put in place.<br />

5.5 The purposes of the Scheme are (a) for prevention - it will enhance<br />

the resolve of those students who have not taken any drugs to continue to stay<br />

away from drugs; and (b) for rendering assistance to students – it will trigger the<br />

motivation of those students abusing drugs to quit drugs and seek help,<br />

especially those who have tried drugs at an early stage, and will also provide<br />
