Department (HAD), with support from the SWD and various sectors in the local<br />

community, launched anti-youth drug abuse community programmes in their<br />

respective districts starting from August 2009. The programmes will last for one<br />

year initially and major elements of the programmes include -<br />

(a)<br />

(c)<br />

identification of at-risk youths and youths with drug abuse<br />

history, and organisation of activities (e.g. team sports and<br />

recreation activities) to engage the youth in healthy pursuits,<br />

cultivate positive values among them and help them stay<br />

away from drugs;<br />

organisation of seminars, workshops, etc. for parents,<br />

teachers and the youth to inculcate positive values and give<br />

them knowledge on drugs and their adverse impact; and<br />

organisation and promotion of public education events in<br />

districts.<br />

4.22 To augment our efforts to help youths stay away from drugs, the<br />

HAD and its 18 District Offices are launching mentoring schemes in the districts.<br />

These are essentially built upon the Path Builders initiative. Volunteers from<br />

the local community are encouraged and engaged to be mentors for youths atrisk.<br />

It is hoped that through sharing of life skills, positive values and attitudes<br />

towards life, the life experience of the mentors can bring a positive impact on<br />

the life of the mentees.<br />

4.23 There are two types of mentoring schemes, a community-based<br />

mentoring scheme in all 18 districts under the respective community programme,<br />

and an in-depth mentoring scheme for Tai Po District to strengthen the<br />

downstream support services for the Trial Scheme on School Drug Testing in the<br />

district. The in-depth mentoring scheme for Tai Po provides structured, in-depth<br />

and intensive mentoring for student drug abusers and high-risk students<br />

identified under the Trial Scheme.<br />

Way Forward<br />

4.24 The collaborative approach championed by the Task Force has been<br />

effective in raising awareness of the drug issues in the community and<br />

mobilising all sectors to take part in the anti-drug cause. The FCC will continue<br />

to follow closely the implementation of the Task Force’s recommendations and<br />

provide advice in support of their sustained implementation.<br />
