during the festive seasons and dedicated efforts were made in the summer<br />

months of 2009. The Police also continue the collaborative efforts with NGOs<br />

to attend to youngsters apparently under the influence of drugs at boundary<br />

control points by initiating immediate and follow-up caring measures for them.<br />

External Cooperation<br />

4.16 The ND continued to monitor the latest development on discussion<br />

over the tightening of controls over ketamine in international fora such as World<br />

Health Organisation Expert <strong>Committee</strong> on Drug Dependence and International<br />

Narcotics Control Board. The Government would provide information to these<br />

organisations on Hong Kong’s situation if necessary.<br />

4.17 A meeting between the ACAN and the Anti-Drug <strong>Committee</strong> of<br />

Macao was held in May 2009. In addition, the Police and the C&ED continued<br />

to pursue closer collaboration on law enforcement efforts with their Mainland<br />

and overseas counterparts.<br />

Research<br />

4.18 To ensure that the anti-drug policy is evidence-based and to respond<br />

to new challenges brought by the changing drug scene locally and overseas, the<br />

ND commissioned or prepared the launching of studies on more effective<br />

methods for estimating the drug abuse population in Hong Kong, the drug abuse<br />

situation of non-engaged youth and their service needs, situation among ethnic<br />

minorities and harmful effect of psychotropic substances.<br />

4.19 The field work of the latest Survey of Drug Abuse among Students<br />

had been completed by October 2009 and the results were publicized in early<br />

2010. As for the Central Registry of Drug Abuse (CRDA), the ND rolled out a<br />

series of improvement measures in 2009 which include maintaining close<br />

contact with the reporting agencies and enhancing their efficiency in reporting to<br />

CRDA, assessing and reducing the extent of under-reporting, and widening and<br />

deepening the reporting network.<br />

Community Mobilisation, Support and Care<br />

4.20 By the end of 2009, over 250 organisations and individuals have<br />

pledged support for the Path Builders initiative. The ND will tailor-make<br />

individual packages and match the contributors’ offers with potential<br />

beneficiaries based on their preferences.<br />

4.21 As part of the initiatives under the five directions announced by the<br />

Chief Executive in July 2009, the 18 District Offices of the Home Affairs<br />
