4.6 A resource kit to equip parents with anti-drug knowledge, attitude<br />
and skills to prevent, identify and handle youth drug problems was released in<br />
June 2009. A series of district-based seminars for parents and “train the trainer”<br />
sessions followed. A telephone enquiry service for parents, manned by<br />
professional social workers, has been provided since August 2009 for an initial<br />
period of 12 months.<br />
4.7 In addition, the ND revamped the telephone enquiry line and also<br />
adopted a new, easily memorable number 186 186. Development of an antidrug<br />
Internet portal was underway with a view to strengthening efforts online<br />
and facilitating various stakeholders to obtain resources and information. A<br />
project was also launched to revamp the Hong Kong Jockey Club Drug<br />
InfoCentre in phases into a focal point and resource centre for drug education.<br />
School Sector<br />
4.8 The school sector is an important platform for preventive efforts.<br />
The Education Bureau (EDB) encouraged all schools to devise a Healthy School<br />
Policy with an anti-drug element and rendered support to schools in this regard.<br />
The ND and the EDB, as well as other relevant departments, have been working<br />
in collaboration to provide more support for schools through enhanced drug<br />
education for students, new resource kits for schools, structured training for<br />
teachers and school personnel as well as an enhanced Police School Liaison<br />
Programme. The Beat Drugs Fund also funded projects that fostered a healthy<br />
and caring environment for students in schools in the year.<br />
Treatment and Rehabilitation<br />
4.9 To meet demands for basic medical services needed by young<br />
psychotropic substance abusers, the Social Welfare Department (SWD) has<br />
commissioned the seven existing counselling centres for psychotropic substance<br />
abusers to provide on-site elementary medical support with effect from<br />
1 October 2009. The Hospital Authority has also injected additional resources<br />
of $13 million in 2009-10 Financial Year to provide more consultation sessions<br />
in the seven Substance Abuse Clinics to cope with the service demand.<br />
4.10 The Fifth Three-Year Plan on Drug Treatment and Rehabilitation<br />
Services (2009/2011) was released on 2 April 2009. A host of medium-term<br />
recommendations in the Task Force Report have been further developed and<br />
taken forward therein.<br />
4.11 As part of the enhanced anti-drug campaign, the Chief Executive<br />
announced in July 2009 that more treatment and rehabilitation facilities should<br />
be provided for young abusers who undergo voluntary treatment and<br />
