Counterfeit Chinese Yuan (CNY) Banknotes
3.32 6 636 counterfeit CNY banknotes surfaced in 2009, representing a
decrease of 35.7% compared with 10 314 in 2008. This downward trend in
counterfeit CNY notes has been observed since January 2009, which is believed
to be a result of the success of the strengthened anti-counterfeit CNY banknotes
campaign entitled “09 Operation” (09 行 動 ) 4 in the Mainland. The overall
counterfeit CNY banknotes activities have been successfully contained and
effectively deterred.

Counterfeit Payment Cards
3.34 715 counterfeit payment cards surfaced in Hong Kong in 2009,
representing an increase of 10.9% compared with 645 in 2008. Most counterfeit
payment cards seized in 2009 were counterfeit credit cards (39.3%) and
“Counterfeit Payment Cards – Others” 5 (60.7%). There were no seizures of
“White Card” 6 in 2009.
3.35 Owing to enhanced intelligence-led strategies in 2009, CCB detected
a number of major payment card related cases. One defendant who was arrested
on 22 April 2009, was convicted in the District Court of “Using a False
Instrument” on 2 December 2009 and sentenced to 30 months’ imprisonment.
4 Commenced in January 2009, “09 Operation” is a ten-month nation-wide anti-counterfeit CNY campaign
initiated by the Ministry of Public Security. Ten provinces, including Guangdong will be the focal provinces
in the campaign. According to the report from the Mainland news (《 中 國 新 聞 網 》) dated 27 January 2010,
the “09 Operation” campaign has successfully detected 3 688 cases and neutralized 41 counterfeit CNY
banknote manufacturing and processing points. As a result of the operation, CNY 1.16 billion counterfeit
CNY banknotes have been seized and 89 syndicates, each with counterfeit notes of over CNY 1 million, were
neutralized.
5 In 2009, a majority of the “Counterfeit Payment Cards – Others” resembled in the design of the genuine
payment cards, however the data encrypted on the magnetic strip on the counterfeit payment cards was false.
6 “White Card” is a plain white-colour plastic card with magnetic strip on its back. The size of a “White Card” is
similar to that of a credit card. Fraudsters encode the genuine credit cardholders’ data on the White Cards for
withdrawing cash from ATMs.
