Technology <strong>Crime</strong> Division (TCD) successfully identified several malwares 3<br />
from victims’ computers. Characteristics of the malwares were sent to various<br />
anti-virus vendors and updated anti-virus packs were produced shortly<br />
afterward. Moreover, TCD has been working in collaboration with several key<br />
stakeholders and overseas law enforcement agencies to mitigate the situation as<br />
well as to detect the crime and apprehend the suspects.<br />
3.22 In the last case, the victim discovered that an on-line transaction was<br />
made via his Internet local bank account, amounting at $2,883. Police<br />
investigation revealed that the transaction was made outside Hong Kong via<br />
Internet.<br />
Child Pornography<br />
3.23 The CCB has maintained close contact with their international<br />
counterparts in tackling this borderless crime. The Police received 18 reports of<br />
Child Pornography in 2009, compared to 21 reports in 2008. In 2009, 16 cases<br />
were detected and 18 persons were arrested.<br />
3.24 Most of the cases received in 2009 involved the downloading of<br />
child pornographic material, including photographs and video clips from<br />
overseas Internet websites. There is no evidence to suggest that this kind of<br />
crime is common in Hong Kong although there is no room for complacency.<br />
Counterfeit Currencies<br />
Counterfeit Hong Kong Banknotes<br />
3.25 1 717 counterfeit Hong Kong banknotes surfaced in 2009,<br />
representing a decrease of 45.6% compared with 3 156 in 2008. The figure for<br />
2009 represents the lowest number of seized Hong Kong banknotes for the past<br />
decade.<br />
3.26 36.8% (or 632 pieces) of the seizures belonged to the Spliced type of<br />
counterfeit banknotes, with the majority of the rest belonging to Inkjet types<br />
(35.5 % or 609 pieces) and Toner types (16.7% or 286 pieces).<br />
3.27 The overall decrease in counterfeit Hong Kong banknotes was<br />
mainly attributable to the successful joint intelligence-led operations undertaken<br />
by the CCB and the Economic <strong>Crime</strong> Investigation Department of Shenzhen<br />
between 16 and 19 June 2008. These operations led to the neutralisation of a<br />
cross-boundary counterfeit banknotes syndicate in Shenzhen. It is believed that<br />
