The next time you visit the Pensacola Intern<strong>at</strong>ional<br />

Airport, be sure to check out the changes <strong>at</strong> the <strong>USO</strong>’s<br />

Flight Deck lounge.<br />

You can sit in a comfy chair and w<strong>at</strong>ch a 60-inch fl<strong>at</strong>screen<br />

TV or hang out and enjoy snacks made in the<br />

new kitchen. Other upgrades <strong>at</strong> the lounge, which has<br />

been expanded to 1,200 square feet, include new carpeting<br />

and computer st<strong>at</strong>ions.<br />

Guests including Pensacola Mayor Ashton Hayward<br />

got a first look <strong>at</strong> the newly remodeled facility on May<br />

18 when <strong>of</strong>ficials g<strong>at</strong>hered to celebr<strong>at</strong>e the grand<br />

reopening.<br />

Navy Capt. Chris Plummer, commanding <strong>of</strong>ficer <strong>of</strong><br />

Naval Air St<strong>at</strong>ion Pensacola, was impressed.<br />

“I think it is a fantastic change,” he said. “I travel<br />

around the country frequently, and whenever I pass a<br />

<strong>USO</strong> I will stick my head through the door and take a<br />

look around. And I can tell you, th<strong>at</strong> this is the nicest one<br />

I have ever seen. It is just a gem in the <strong>airport</strong>, and really<br />

directly reflects Pensacola’s support for the military.”<br />

The <strong>USO</strong> oper<strong>at</strong>ion, which serves 2,400 military personnel<br />

a month and is a g<strong>at</strong>eway to the community, was<br />

well worth the investment, Airport Director Melinda<br />

Crawford said.<br />

“This is a gre<strong>at</strong> day for this <strong>airport</strong>,” she said.<br />

Heidi Blair, director <strong>of</strong> <strong>USO</strong> Northwest Florida, is<br />

very happy with the work done <strong>at</strong> the <strong>airport</strong>, and she<br />

said a similar remodeling project <strong>at</strong> the <strong>USO</strong>’s<br />

Recre<strong>at</strong>ion Center aboard Naval Air St<strong>at</strong>ion Pensacola is<br />

scheduled for completion by l<strong>at</strong>e June.<br />

The <strong>USO</strong>, which stands for the United Service<br />

Organiz<strong>at</strong>ion, is a non-pr<strong>of</strong>it charitable corpor<strong>at</strong>ion th<strong>at</strong><br />

provides morale, welfare and recre<strong>at</strong>ion services to military<br />

personnel.<br />

The <strong>renov<strong>at</strong>ions</strong> are the results <strong>of</strong> Oper<strong>at</strong>ion HOPE,<br />

an eight-month fundraising project initi<strong>at</strong>ed by the<br />

Leadership Pensacola (LeaP) Class <strong>of</strong> 2012, a program<br />

<strong>of</strong> the Gre<strong>at</strong>er Pensacola Chamber. Both facilities were<br />

in significant need <strong>of</strong> renov<strong>at</strong>ion and repair, according to<br />

Resident Energy Conserv<strong>at</strong>ion<br />

Program (RECP) coming to NASP<br />

The Department <strong>of</strong> the Navy (DoN) is<br />

aggressively pursuing conserv<strong>at</strong>ion<br />

initi<strong>at</strong>ives th<strong>at</strong> will reduce the<br />

dependence on foreign oil and<br />

other fossil fuels. One <strong>of</strong> these<br />

initi<strong>at</strong>ives <strong>at</strong>tempts to achieve<br />

reductions in the amount <strong>of</strong><br />

utilities consumed in our<br />

Navy/Marine Corps public priv<strong>at</strong>e<br />

venture (PPV) housing projects.<br />

These projects are <strong>of</strong> particular interest<br />

because the service members residing in<br />

them typically consume significantly<br />

more utilities than their civilian counterparts<br />

residing in the local market. The prevailing<br />

opinion is th<strong>at</strong> the main reason for<br />

this disparity is th<strong>at</strong> residents <strong>of</strong> PPV<br />

housing have paid a fl<strong>at</strong> r<strong>at</strong>e for their utilities<br />

(which are included in their basic<br />

allowance for housing (BAH), regardless<br />

<strong>of</strong> the amount they consume. This fl<strong>at</strong> r<strong>at</strong>e<br />

system provides no financial incentive to<br />

conserve.<br />

To address this problem and promote<br />

conserv<strong>at</strong>ion, the Resident<br />

Energy Conserv<strong>at</strong>ion Program<br />

(RECP) is being adopted. The<br />

program transfers some<br />

responsibility for utilities costs<br />

from the PPV partnership to the<br />

residents consuming the utilities.<br />

It accomplishes this objective by<br />

charging the residents for usage above<br />

the levels deemed to be normal for their<br />

geographic loc<strong>at</strong>ion and housing type<br />

and by rewarding residents for conserving<br />

utilities by issuing reb<strong>at</strong>es to them<br />

when their utilities consumption is<br />

below certain target levels. Since the<br />

Birmingham two months earlier after his plane<br />

had been loaded on the ship, the USS<br />

Pennsylvania event was the first time a plane<br />

landed on and then took <strong>of</strong>f from a U.S. warship.<br />

observe the 70th anniversary <strong>of</strong> the B<strong>at</strong>tle<br />

<strong>of</strong> Midway with a commemor<strong>at</strong>ion to be<br />

held <strong>at</strong> the N<strong>at</strong>ional Naval Avi<strong>at</strong>ion<br />

Museum June 5 <strong>at</strong> 10 a.m.<br />

initial training, he transferred to Marine Light Attack<br />

Helicopter Squadron 367 (HMLA-367) for his first<br />

fleet tour and completed two deployments to<br />

Okinawa. He then transferred to HMT-303 as an<br />

instructor pilot (all phases <strong>of</strong> training) and functional<br />

check pilot in the AH-1J.<br />

Moving to Quantico, Va., in 1989, Davis was<br />

assigned to the staff <strong>of</strong> the Marine Corps Air Facility<br />

as the assistant logistics <strong>of</strong>ficer and airfield oper<strong>at</strong>ions<br />

<strong>of</strong>ficer. During this tour, Davis volunteered for duty<br />

with HMA-775 for Oper<strong>at</strong>ion Desert Shield and<br />

Oper<strong>at</strong>ion Desert Storm in Saudi Arabia and Kuwait.<br />

After returning to Quantico, he <strong>at</strong>tended intermedi<strong>at</strong>e<br />

career level training <strong>at</strong> the Amphibious Warfare<br />

School. Upon gradu<strong>at</strong>ion, he transferred to HMT-<br />

303 for transition training into the AH-1W Super<br />

Cobra helicopter, with a follow-on assignment to the<br />

Vipers <strong>of</strong> HMLA-169 as the assistant oper<strong>at</strong>ions <strong>of</strong>ficer.<br />

While deployed with HMLA-169 to Okinawa,<br />

Davis joined the H-1 detachment to Marine Medium<br />

Helicopter Squadron 262 (HMM-262) aboard the<br />

USS Belleau Wood (LHA 3). Upon returning to<br />

California, Davis joined the oper<strong>at</strong>ions department <strong>of</strong><br />

MAG-39 until his departure from active duty in<br />

1994.<br />

Davis was commissioned into the U.S. Navy<br />

Medical Service Corps in December 1995 and<br />

<strong>at</strong>tended the Officer Indoctrin<strong>at</strong>ion School in January<br />

<strong>of</strong> 1996. He transferred to the Naval Oper<strong>at</strong>ional<br />

Medicine Institute (NOMI) and was winged as an<br />

aerospace physiologist in October <strong>of</strong> 1996. In 1997,<br />

he gradu<strong>at</strong>ed from the Navy’s avi<strong>at</strong>ion safety <strong>of</strong>ficer<br />

course and was assigned to Training Air Wing Five as<br />

the aeromedical safety <strong>of</strong>ficer (AMSO). In 1999, he<br />

transferred to the Naval Avi<strong>at</strong>ion Survival Training<br />

Program model manager <strong>of</strong>fice and served as the<br />

deputy director. During this tour, Davis completed<br />

his gradu<strong>at</strong>e degree in aeronautical science from<br />

Embry-Riddle Aeronautical University and was<br />

selected to be a dual design<strong>at</strong>ed aerospace physiologist/naval<br />

avi<strong>at</strong>or. Davis transferred to the Naval<br />

Aerospace Medical Research Labor<strong>at</strong>ory (NAMRL)<br />

in 2001 as the assistant department head for sp<strong>at</strong>ial<br />

orient<strong>at</strong>ion research and served a coll<strong>at</strong>eral assignment<br />

with Helicopter Training Squadron Eight (HT-<br />

8) as an instructor pilot flying the TH-57 helicopter.<br />

Davis transferred to the Naval Strike and Air<br />

Warfare Center (NSAWC) in 2003 as the AMSO and<br />

soon became the safety <strong>of</strong>ficer for an Echelon II command<br />

under a two star flag <strong>of</strong>ficer. Along with his<br />

NSAWC duties, Davis flew HH-1N Huey helicopters<br />

with the NAS Fallon search and rescue (SAR)<br />

Team earning the SAR mission commander qualific<strong>at</strong>ion<br />

and was involved with numerous SAR and<br />

medical evacu<strong>at</strong>ion missions in the area. In 2006,<br />

Davis transferred to the staff <strong>of</strong> NAS Fallon as the<br />

assistant air oper<strong>at</strong>ions <strong>of</strong>ficer (mini-boss) and continued<br />

his flight duties as a SAR mission commander.<br />

During this tour, Davis volunteered for an individual<br />

augmentee (IA) assignment and led a team <strong>of</strong><br />

Navy electronic warfare <strong>of</strong>ficers (EWO’s) for the<br />

Third Heavy Comb<strong>at</strong> Brigade <strong>at</strong> FOB Hammer, Iraq.<br />

After returning from Iraq, Davis continued his duties<br />

<strong>at</strong> NAS Fallon.<br />

In 2009, he transferred to the Naval Survival<br />

Training Institute (NSTI) where he is currently the<br />

assistant <strong>of</strong>ficer in charge and returned to HT-8 as an<br />

associ<strong>at</strong>e instructor pilot in the TH-57 helicopter.<br />

Davis’ awards include the Bronze Star Medal, Air<br />

Medal, Meritorious Service Medal, Navy<br />

Commend<strong>at</strong>ion Medal with four gold stars, Navy<br />

Achievement Medal with one gold star, numerous<br />

unit and campaign awards, Expert Rifle Medal and<br />

Expert Pistol Medal. He has also earned his Basic<br />

Parachutist Badge from the Army’s Airborne Course<br />

and naval parachutist wings.<br />

Davis is married to the former Debra Deloach <strong>of</strong><br />

Plant City. They have two adult children, Nichole and<br />

Jacob.<br />

NavSup announces mailing <strong>of</strong><br />

lithium b<strong>at</strong>teries prohibited by USPS<br />

Command (NavSup), which oversees<br />

Navy postal oper<strong>at</strong>ions,<br />

announced recently it is providing<br />

guidance to the fleet about new<br />

United St<strong>at</strong>es Postal Service<br />

(USPS) prohibitions regarding<br />

lithium b<strong>at</strong>teries.<br />

According to the USPS<br />

announcement, which began May<br />

16, mail to or from APOs/FPOs<br />

are prohibited from containing<br />

lithium or products containing<br />

lithium. The prohibition also<br />

applies to intern<strong>at</strong>ional mail. The<br />

Established in 1921 as the Air St<strong>at</strong>ion<br />

News, the name <strong>Gosport</strong> was adopted in<br />

1936. A gosport was a voice tube used by flight<br />

instructors in the early days <strong>of</strong> naval avi<strong>at</strong>ion to<br />

give instructions and directions to their students.<br />

The name “<strong>Gosport</strong>” was derived from<br />

<strong>Gosport</strong>, England (originally God’s Port),<br />

where the voice tube was invented.<br />

<strong>Gosport</strong> is an authorized newspaper published<br />

every Friday by Ballinger Publishing,<br />

Rear Adm. Don Quinn, commander <strong>of</strong><br />

Naval Educ<strong>at</strong>ion and Training Command<br />

(NETC), will be guest speaker; there also<br />

will be a present<strong>at</strong>ion by retired Navy Capt.<br />

Kevin Miller.<br />

David Tuyo, interim president and chief executive <strong>of</strong>ficer<br />

<strong>of</strong> Pen Air Federal Credit Union, who was co-chairman<br />

for the project. The 50 members <strong>of</strong> the LeaP group<br />

raised a total <strong>of</strong> $215,000 in cash and in-kind contributions<br />

to complete the projects, he said.<br />

base, as well as safety belt viol<strong>at</strong>ors. They get the message<br />

when she points <strong>at</strong> her safety vehicle or tugs <strong>at</strong> her<br />

own safety belt.<br />

“There appears to be either a lack <strong>of</strong> knowledge or<br />

disregard, whether it’s a priv<strong>at</strong>ely owned vehicle or<br />

government-owned vehicle,” she said. “It seems I cannot<br />

go out on the roadway without either seeing someone<br />

on their cell phone or not wearing their safety belt.”<br />

Texting while driving is especially distracting, Riley<br />

said, because it requires cognitive processing and a<br />

degree <strong>of</strong> focus – unlike taking a sip <strong>of</strong> c<strong>of</strong>fee.<br />

Jon Winters, NASP safety manager, agrees. “There’s<br />

no reason we’re not <strong>at</strong> 100 percent (safety belt compliance),”<br />

said Winters. “Wearing safety belts is going to<br />

save lives. And cell phone use – the main thing is th<strong>at</strong><br />

not only are you putting yourself <strong>at</strong> risk, you’re putting<br />

resident’s BAH is intended to cover<br />

rent and “normal” utilities, the resident<br />

is only oblig<strong>at</strong>ed to make out<strong>of</strong>-pocket<br />

payments when actual<br />

usage exceeds the amount determined<br />

to be the “norm.”<br />

Mock billing will start Jan. 1,<br />

2013. During this phase, mock bills<br />

will be issued to residents to transition<br />

them from the historic practice<br />

<strong>of</strong> not informing them <strong>of</strong> or charging<br />

them for their utilities usage, to the<br />

pending practice <strong>of</strong> holding them<br />

financially responsible for their<br />

usage. Mock bills simul<strong>at</strong>e wh<strong>at</strong> an<br />

actual bill would be if the resident<br />

were responsible for actual usage for<br />

th<strong>at</strong> period in time. During the mock<br />

billing phase the residents are not<br />

actually responsible for paying the<br />

bills, but r<strong>at</strong>her are given inform<strong>at</strong>ion<br />

and time to adjust to the idea th<strong>at</strong><br />

they will be held responsible for utilities<br />

usage in the near future.<br />

Implement<strong>at</strong>ion <strong>of</strong> actual billing<br />

starts April 1, 2013. At th<strong>at</strong> time, the<br />

mock bills are replaced by actual<br />

bills and the resident becomes financially<br />

responsible. However, as mentioned<br />

in the mock billing phase, the<br />

resident’s BAH is intended to<br />

include average expenditures for utilities<br />

specific to each unit type in each<br />

military housing area. The resident<br />

only incurs an out-<strong>of</strong>-pocket financial<br />

oblig<strong>at</strong>ion when usage exceeds<br />

the amount determined to be the<br />

norm.<br />

• In 1998, the Office <strong>of</strong> the<br />

Secretary <strong>of</strong> Defense established a<br />

policy for payment <strong>of</strong> utilities in priv<strong>at</strong>ized<br />

family housing to encourage<br />

energy conserv<strong>at</strong>ion.<br />

• DoN implemented a pilot program<br />

in Hawaii in 2010.<br />

• RECP focuses on reducing electricity<br />

and gas usage.<br />

“With texting, it is too easy to draw you into taking<br />

The penalties are serious for either cell phone use or<br />

failure to use a safety belt on base. According to<br />

NASPNCLAINST 5560.5, “driving a vehicle without<br />

safety belts fastened” will get the driver three points;<br />

conviction <strong>of</strong> “driving while using a cellular phone to<br />

include speaking or texting without a hand-free set”<br />

will result in suspension <strong>of</strong> base driving privilege for<br />

30 days.<br />

The 4-H animal club <strong>at</strong><br />

the Fred G. Smalley Youth<br />

Center aboard NAS<br />

Pensacola embarked on a<br />

chicken embryology project<br />

in March. The club<br />

leader, Delicia St. Jock,<br />

was able to get 12 fertilized<br />

white-bearded silkie<br />

eggs from Carter’s Legacy<br />

Farm in Loxely, Ala.<br />

St. Jock and the children<br />

<strong>at</strong> the Youth Center<br />

ensured th<strong>at</strong> the eggs<br />

were turned three times<br />

per day and th<strong>at</strong> the<br />

humidity and temper<strong>at</strong>ure<br />

was maintained in the<br />

still-air incub<strong>at</strong>or. The<br />

children had to count<br />

down the days to see how<br />

many baby chicks would<br />

h<strong>at</strong>ch. It takes an average<br />

<strong>of</strong> 21 days <strong>of</strong> incub<strong>at</strong>ion.<br />

Every day they would<br />

help to turn the eggs and<br />

would look <strong>at</strong> the chicken<br />

embryology poster to see<br />

wh<strong>at</strong> stage <strong>of</strong> the development<br />

process the<br />

chicks were in.<br />

After about seven<br />

days <strong>of</strong> incub<strong>at</strong>ing the<br />

eggs, the 4-H animal<br />

club candled the eggs to<br />

see how they were<br />

developing. Candling is<br />

a process where you<br />

hold a bright light near<br />

the egg in a dark room in<br />

order to see the contents<br />

<strong>of</strong> the egg. The children<br />

were very excited to see<br />

the development <strong>of</strong> the<br />

chicken embryo inside<br />

<strong>of</strong> the egg. They could<br />

clearly see the blood<br />

vessels and could even<br />

see the eyes.<br />

The first chick arrived<br />

on day 20 <strong>of</strong> the countdown.<br />

The children were<br />

thrilled but also were<br />

surprised to see a wet<br />

and slimy chick instead<br />

<strong>of</strong> a cute and fluffy one.<br />

St. Jock explained th<strong>at</strong><br />

the chicks fe<strong>at</strong>hers needed<br />

to dry out and th<strong>at</strong> is<br />

why the incub<strong>at</strong>or could<br />

not be opened until all<br />

the chicks were dry. On<br />

h<strong>at</strong>ch day, day 21, the<br />

children and St. Jock<br />

went to check how many<br />

chicks had h<strong>at</strong>ched over<br />

night. Five chicks had<br />

h<strong>at</strong>ched. The children<br />

also got to w<strong>at</strong>ch two<br />

chicks h<strong>at</strong>ch.<br />

They were amazed to<br />

see all <strong>of</strong> their hard work<br />

<strong>of</strong> gently turning the<br />

eggs coming to fruition,<br />

St. Jock said.<br />

By the end <strong>of</strong> h<strong>at</strong>ch<br />

day, there were 11 total<br />

chicks out <strong>of</strong> the 12<br />

eggs. Only one egg had<br />

not h<strong>at</strong>ched by the end<br />

<strong>of</strong> the day.<br />

“The 4-H animal club<br />

was faced with the decision,<br />

if they should open<br />

the incub<strong>at</strong>or to get the<br />

other chicks out or wait<br />

and see if the one egg<br />

would h<strong>at</strong>ch,” said St.<br />

Jock. “All 11 other<br />

chicks were dry, so we<br />

made the decision to<br />

move the chicks to their<br />

brooder box.”<br />

The brooder box was<br />

a plastic tub filled with<br />

pine chips, food and<br />

w<strong>at</strong>er dishes and a he<strong>at</strong>ing<br />

lamp.<br />

“As soon as the chicks<br />

were put in the brooder<br />

box, they started to<br />

feast,” St. Jock said.<br />

“They were hungry after<br />

the long process <strong>of</strong><br />

working their way out <strong>of</strong><br />

the shell.”<br />

The 12th egg didn’t<br />

h<strong>at</strong>ch and the children<br />

wanted to know why.<br />

On the 24th day, three<br />

days after h<strong>at</strong>ch day,<br />

they decided to open the<br />

egg. They found a fully<br />

developed chick th<strong>at</strong><br />

had died.<br />

St. Jock said the children<br />

decided to hold a<br />

funeral for the chick.<br />

Some <strong>of</strong> the children<br />

became emotional and<br />

had many questions as<br />

they buried the baby<br />

chick.<br />

The other 11 chicks<br />

thrived and developed<br />

rapidly. The children<br />

were able to hold them<br />

and play with them.<br />

Each week when 4-H<br />

animal club met, the<br />

children were able to see<br />

new development on the<br />

chicks. The club kept the<br />

chicks for three weeks.<br />

Then it was time to say<br />

good-bye as the chicks<br />

were ready to go to their<br />

new homes.<br />

“The children held<br />

them for the last time<br />

and did not want the<br />

chicks to go,” St. Jock<br />

said.<br />

St. Jock said the project<br />

taught the children<br />

the valuable lessons <strong>of</strong><br />

animal care and the<br />

fragility <strong>of</strong> life.<br />

Midway: A pre-b<strong>at</strong>tle chronology<br />

June 4, 2012, marks the 70th anniversary <strong>of</strong><br />

first day <strong>of</strong> the B<strong>at</strong>tle <strong>of</strong> Midway. The<br />

three-day World War II engagement<br />

between the Imperial Japanese Navy’s Midway<br />

invasion force and the United St<strong>at</strong>es Pacific Fleet<br />

serves as a lasting testament to the sacrifices <strong>of</strong><br />

the American servicemen who earned victory.<br />

The sequence <strong>of</strong> events in the build-up<br />

to the b<strong>at</strong>tle illustr<strong>at</strong>es enduring lessons<br />

including the value <strong>of</strong> shared sacrifice,<br />

advance planning and flexible forces in<br />

successful military enterprise. The comb<strong>at</strong>ants,<br />

planners and civilian workers<br />

whose efforts culmin<strong>at</strong>ed in the successful<br />

defense <strong>of</strong> Midway overcame incomplete<br />

inform<strong>at</strong>ion, a formidable enemy and<br />

severe time constraints.<br />

From the onset <strong>of</strong> war, Japanese Navy<br />

leaders, led by Adm. Isoroku Yamamoto,<br />

understood th<strong>at</strong> resource-poor Japan<br />

needed to secure rapid victories and establish<br />

a defensive barrier before the<br />

resource-rich United St<strong>at</strong>es and its Allies<br />

could regroup. Japan could not win a protracted<br />

b<strong>at</strong>tle <strong>of</strong> <strong>at</strong>trition without conquering<br />

a permanent network <strong>of</strong> forward bases<br />

and n<strong>at</strong>ural resource caches.<br />

On April 6, 1942, the USS Hornet (CV<br />

8) launched a raiding force <strong>of</strong> U.S. Army<br />

Air Force B-25 Mitchell bombers against<br />

targets in mainland Japan. The strike, led<br />

by Lt. Col. James Doolittle, was designed<br />

principally to boost U.S. morale, and it<br />

caused little m<strong>at</strong>erial damage, but the psychological<br />

impact on Japan’s leadership<br />

was pr<strong>of</strong>ound.<br />

Japanese planners, heret<strong>of</strong>ore confident<br />

<strong>of</strong> the security <strong>of</strong> their home islands, were<br />

forced to reconsider their decision to prioritize<br />

expansion in the South Pacific.<br />

Hornet’s uncontested <strong>at</strong>tack on the<br />

Japanese islands proved th<strong>at</strong> American<br />

naval power remained capable <strong>of</strong> conducting<br />

<strong>of</strong>fensive oper<strong>at</strong>ions from U.S.<br />

bases to the east. Imperial leadership<br />

began to consider acceler<strong>at</strong>ing its plans for<br />

a drive to the east.<br />

In many respects, the May 4-8, 1942,<br />

B<strong>at</strong>tle <strong>of</strong> the Coral Sea can be considered<br />

the dress rehearsal for Midway. Both b<strong>at</strong>tles<br />

involved U.S. Navy efforts to blunt<br />

Japan’s drive to consolid<strong>at</strong>e a buffer zone<br />

and war-critical resources.<br />

At Coral Sea, Japan’s primary goal was<br />

to take control <strong>of</strong> New Guinea’s Port<br />

Moresby. The small but vital port represented<br />

a staging point th<strong>at</strong> could be used<br />

as a forward base for resupply <strong>of</strong> Japan’s<br />

South Pacific forces with the ultim<strong>at</strong>e goal<br />

<strong>of</strong> cre<strong>at</strong>ing a permanent western defensive<br />

screen against Australia and British forces<br />

in India.<br />

The B<strong>at</strong>tle <strong>of</strong> the Coral Sea produced<br />

two significant outcomes. Tactically, the<br />

b<strong>at</strong>tle valid<strong>at</strong>ed naval avi<strong>at</strong>ion as an interfleet<br />

comb<strong>at</strong> tool. Prior to Coral Sea, aircraft<br />

carriers had launched successful<br />

large-scale strikes <strong>at</strong> anchored vessels and<br />

isol<strong>at</strong>ed ships under way. However,<br />

doubts remained about the carrier’s utility<br />

against fully-screened maneuvering targets<br />

in open w<strong>at</strong>ers. Pre-war aircraft carrier<br />

doctrine had emphasized the carrier’s<br />

role as a scouting tool and b<strong>at</strong>tleships<br />

were expected to act as the principal comb<strong>at</strong>ants<br />

during a fleet action.<br />

At Coral Sea, each n<strong>at</strong>ion’s carrierbased<br />

aircraft struck the decisive blows.<br />

Moreover, the b<strong>at</strong>tle represented history’s<br />

first large-scale fleet action in which the<br />

capital ships <strong>of</strong> each belligerent never<br />

sighted each other. The destruction <strong>of</strong> U.S.<br />

Pacific b<strong>at</strong>tleships <strong>at</strong> Pearl Harbor had<br />

forced Navy leadership to plan a the<strong>at</strong>er<br />

defense str<strong>at</strong>egy <strong>center</strong>ed on the surviving<br />

aircraft carriers, all <strong>of</strong> which were absent<br />

from Hawaii during the surprise <strong>at</strong>tack.<br />

While Pearl Harbor had thrust naval<br />

avi<strong>at</strong>ion to the forefront <strong>of</strong> U.S. Pacific<br />

defense str<strong>at</strong>egy by default, Coral Sea<br />

proved th<strong>at</strong> aircraft carriers were now the<br />

weapons <strong>of</strong> choice for open-ocean comb<strong>at</strong>.<br />

U.S. naval avi<strong>at</strong>ors, support crews<br />

and ship handlers gained valuable experience<br />

in conducting carrier fleet actions,<br />

and Navy leaders were able to glean lessons<br />

concerning the effectiveness <strong>of</strong> carrier<br />

assaults in open w<strong>at</strong>ers.<br />

The second consequence <strong>of</strong> the B<strong>at</strong>tle<br />

<strong>of</strong> the Coral Sea was the disruption <strong>of</strong> the<br />

integr<strong>at</strong>ed Japanese war plan. For the first<br />

time since its <strong>at</strong>tack on Pearl Harbor, a<br />

major Imperial Japanese Navy <strong>of</strong>fensive<br />

had been blunted. Port Moresby remained<br />

in Allied hands, and Coral Sea again reinforced<br />

Japan’s growing realiz<strong>at</strong>ion th<strong>at</strong><br />

U.S. naval forces remained a potent thre<strong>at</strong><br />

from the Eastern Pacific. Imperial planning<br />

for an eastern <strong>of</strong>fensive, already<br />

acceler<strong>at</strong>ed by the Doolittle raid, became<br />

a top priority <strong>of</strong> Japan’s top military leaders.<br />

U.S. naval intelligence oper<strong>at</strong>ions were<br />

making cryptographic breakthroughs concurrent<br />

with the Doolittle and Coral Sea<br />

oper<strong>at</strong>ions. The Navy Radio Intelligence<br />

Unit was making meaningful headway<br />

toward breaking Japan’s military communic<strong>at</strong>ion<br />

code, dubbed “JN-25.” Despite<br />

setbacks resulting from the loss <strong>of</strong> several<br />

Western Pacific st<strong>at</strong>ions to the Japanese<br />

advance, Navy intelligence reached a<br />

level <strong>of</strong> competence with the Japanese<br />

cipher on the eve <strong>of</strong> the Port Moresby<br />

invasion <strong>at</strong>tempt.<br />

Prior to the engagements in the Coral<br />

Sea, U.S. cryptographers were able to<br />

establish the fundamentals <strong>of</strong> JN-25.<br />

When Japanese amphibious forces – supported<br />

by aircraft carriers – moved against<br />

Tulagi and Port Morsby, the Navy’s<br />

defensive force was in place and ready to<br />

respond. For the first time since Pearl<br />

Harbor, the Navy was able to anticip<strong>at</strong>e<br />

and pre-position itself to counter effectively<br />

a major Japanese <strong>of</strong>fensive.<br />

Although the American naval intelligence<br />

was able to interpret most components<br />

<strong>of</strong> JN-25 by March <strong>of</strong> 1942, the<br />

individual codenames <strong>of</strong> Japan’s targets<br />

represented a code-within-a-code.<br />

Japanese planners guarded against codebreakers<br />

by assigning arbitrary alphanumeric<br />

design<strong>at</strong>ors to loc<strong>at</strong>ions and<br />

install<strong>at</strong>ions <strong>of</strong> interest. U.S. cryptographers<br />

could decode JN-25 transmissions<br />

only to learn th<strong>at</strong> nondescript entities such<br />

as “RXL” or “AF” were being targeted.<br />

During the spring <strong>of</strong> 1942, discussion<br />

<strong>of</strong> “AF” in particular began to flood<br />

Japanese radio transmissions. Through<br />

deductive logic, the Navy was able to discern<br />

the identity <strong>of</strong> this loc<strong>at</strong>ion. Navy<br />

authorities believed th<strong>at</strong> Imperial planners<br />

were likely to set their sights on Midway,<br />

a key U.S. staging point <strong>at</strong> the extreme<br />

southwestern end <strong>of</strong> the Hawaiian island<br />

chain.<br />

U.S. signal intelligence <strong>of</strong>ficers<br />

launched a ploy to positively identify<br />

“AF.” Midway was ordered to send an<br />

unencrypted emergency transmission<br />

declaring th<strong>at</strong> the w<strong>at</strong>er purific<strong>at</strong>ion system<br />

had failed, and the base possessed<br />

only a two-day supply. Following the<br />

broadcast, JN-25 traffic to Imperial leadership<br />

revealed th<strong>at</strong> “AF” was experiencing<br />

technical difficulties. Subsequent<br />

messages concerning force projection<br />

against “AF” included important details<br />

<strong>of</strong> an upcoming Japanese invasion plan.<br />

Thus informed, Navy leaders were able to<br />

position a three-carrier force for<br />

Midway’s defense.<br />

However, one <strong>of</strong> those three aircraft<br />

carriers, the USS Yorktown, almost failed<br />

to achieve comb<strong>at</strong> readiness in time for<br />

b<strong>at</strong>tle. The American str<strong>at</strong>egic victory in<br />

the Coral Sea was purchased <strong>at</strong> a dear<br />

cost. The Navy lost the USS Lexington,<br />

one <strong>of</strong> its most powerful carriers, and<br />

Japanese carrier aircraft inflicted massive<br />

damage on the USS Yorktown.<br />

The fire, w<strong>at</strong>er and structural damage<br />

to the Yorktown was sufficient to have<br />

required several months to repair under<br />

peacetime conditions. Given the exigencies<br />

<strong>of</strong> war, a reasonable turnaround for<br />

redeployment <strong>of</strong> the Yorktown could have<br />

encompassed several weeks. Faced with<br />

an imminent Japanese <strong>of</strong>fensive against<br />

Midway, American Navy and civilian personnel<br />

<strong>at</strong> Pearl Harbor made the<br />

Yorktown ready for b<strong>at</strong>tle within three<br />

the final makeshift repairs, and they only<br />

Although a historical footnote compared<br />

to the momentous events in the<br />

Coral Sea and the Navy breakthrough<br />

against JN-25, the repair <strong>of</strong> the Yorktown<br />

is emblem<strong>at</strong>ic <strong>of</strong> the indomitable spirit<br />

th<strong>at</strong> primed U.S. forces for victory <strong>at</strong><br />

Midway. The ability to overcome long<br />

odds, resourceful use <strong>of</strong> time and tools,<br />

and the vital contributions <strong>of</strong> home-front<br />

civilians embody the total war effort th<strong>at</strong><br />

sustained Americans through the early<br />

months <strong>of</strong> World War II.<br />

The first week <strong>of</strong> June 2012 will witness<br />

a series <strong>of</strong> commemor<strong>at</strong>ive ceremonies<br />

as U.S Sailors and Marines<br />

around the world honor the sacrifices <strong>of</strong><br />

their forebearers and recognize the lasting<br />

relevance <strong>of</strong> Midway’s outcome to the<br />

modern armed forces.<br />

Whiting Field is inviting members <strong>of</strong> the<br />

public to join them as they pay tribute to<br />

the heroes <strong>of</strong> Midway <strong>at</strong> the N<strong>at</strong>ional<br />

Naval Avi<strong>at</strong>ion Museum aboard Naval<br />

Air St<strong>at</strong>ion Pensacola. The ceremony will<br />

be held in the museum’s <strong>at</strong>rium from 10<br />

Intern<strong>at</strong>ional Training Center<br />

(NITC) as instructors, took the<br />

course as students beside their<br />

intern<strong>at</strong>ional peers. Their <strong>at</strong>tendance<br />

was designed to give them<br />

the perspective needed to enhance<br />

their ability to teach the course.<br />

“NITC recently had four<br />

active-duty Sailors detailed to the<br />

schoolhouse as instructors. Their<br />

billets were cre<strong>at</strong>ed specifically<br />

for the course to augment NITC’s<br />

contracted civilian instructors.<br />

The IPEL course will benefit<br />

from the team concept <strong>of</strong> retired<br />

enlisted Sailors and Marines<br />

teaching alongside their activeduty<br />

counterparts. The extensive<br />

leadership experience <strong>of</strong> both<br />

groups will combine academic<br />

knowledge with up-to-d<strong>at</strong>e deckpl<strong>at</strong>e<br />

realities,” said Cmdr.<br />

Christopher Heaney, NITC’s <strong>of</strong>ficer<br />

in charge. “The true winners<br />

will be our intern<strong>at</strong>ional military<br />

students who will be immersed in<br />

concepts <strong>of</strong> leadership and how<br />

the Department <strong>of</strong> the Navy values<br />

its enlisted leaders.”<br />

Maritime Enlisted Leadership and<br />

Development Assistance (IMEL-<br />

DA) program, NITC designed the<br />

IPEL course. It first convened in<br />

the spring <strong>of</strong> 2009. Since then,<br />

NITC has gradu<strong>at</strong>ed more than 70<br />

students from 24 n<strong>at</strong>ions.<br />

“In the the Chief <strong>of</strong> Naval<br />

Oper<strong>at</strong>ions (CNO) Sailor directions,<br />

he speaks about building<br />

and strengthening our partnerships<br />

and alliances where sea<br />

lanes, resources and vital U.S.<br />

interests intersect. Th<strong>at</strong> is wh<strong>at</strong> the<br />

staff here <strong>at</strong> NITC do, and wh<strong>at</strong><br />

this course is all about. The<br />

United St<strong>at</strong>es Navy developed a<br />

multifaceted program <strong>of</strong> educ<strong>at</strong>ion,<br />

training, exercises and assist<br />

visits,” said Paul J. McHenry,<br />

NITC’s deputy <strong>of</strong>ficer in charge.<br />

“NETSAFA cre<strong>at</strong>ed IMELDA to<br />

assist partner countries in developing<br />

and maintaining a corps <strong>of</strong><br />

highly pr<strong>of</strong>essional, superbly<br />

trained, and dynamic enlisted<br />

leaders.”<br />

Because <strong>of</strong> the numerous<br />

requests from various n<strong>at</strong>ions,<br />

NITC also <strong>of</strong>fers a newly cre<strong>at</strong>ed<br />

leadership course for junior <strong>of</strong>ficers<br />

called Intern<strong>at</strong>ional<br />

Pr<strong>of</strong>essional Advanced<br />

Leadership (IPAL), which builds<br />

on the success <strong>of</strong> IPEL.<br />

“Using the lessons learned<br />

from the IPEL experience, IPAL<br />

will take leadership training and<br />

pr<strong>of</strong>essional development to the<br />

next level,” said McHenry. “The<br />

excellent training techniques<br />

combined with cutting-edge<br />

course curriculum will prepare<br />

today’s intern<strong>at</strong>ional enlisted and<br />

junior <strong>of</strong>ficer leaders for an<br />

expanded role in the complex and<br />

rapidly evolving military oper<strong>at</strong>ions<br />

taking place around the<br />

world, and <strong>at</strong> the same time<br />

improve particip<strong>at</strong>ing countries’<br />

interoperability with the United<br />

St<strong>at</strong>es and other partner n<strong>at</strong>ions.”<br />

The five-week course is taught<br />

onboard NASP <strong>at</strong> the<br />

NETSAFA’s Intern<strong>at</strong>ional<br />

Training Center. During their stay,<br />

the students are immersed in the<br />

principals <strong>of</strong> military leadership,<br />

personality and human behavior,<br />

communic<strong>at</strong>ions, teamwork, the<br />

legal aspects <strong>of</strong> military oper<strong>at</strong>ions<br />

and decision-making in an<br />

oper<strong>at</strong>ional environment.<br />

The course isn’t taught entirely<br />

in the classroom. Between lectures<br />

on leadership, decision making,<br />

intern<strong>at</strong>ional affairs, legal issues<br />

and understanding people better,<br />

the students were also given the<br />

opportunity to learn more about the<br />

United St<strong>at</strong>es and the American<br />

way <strong>of</strong> life by taking field trips to<br />

the USS Alabama (BB 60); viewing<br />

a Blue Angels practice; touring<br />

the N<strong>at</strong>ional Naval Avi<strong>at</strong>ion<br />

Museum; and taking a historical<br />

tour <strong>of</strong> St. Augustine.<br />

The students also practiced<br />

teamwork and team-building<br />

skills on NASP’s leadership reaction<br />

course (LRC). Throughout<br />

the IPEL course, students were<br />

challenged to work together to<br />

overcome obstacles <strong>at</strong> the LRC.<br />

“IPEL is all about leadership<br />

and team building. We have students<br />

from all around the world<br />

and we learn from them, just as<br />

they learn from us,” said instructor<br />

Tim Fox.<br />

IMELDA is an enlisted educ<strong>at</strong>ion<br />

initi<strong>at</strong>ive th<strong>at</strong> helps enable<br />

n<strong>at</strong>ions to strengthen their interoperability<br />

with U.S. forces,<br />

expand their role in maritime<br />

domain awareness and enhance<br />

their overall ability as a maritime<br />

force. It is designed to provide<br />

America’s intern<strong>at</strong>ional friends<br />

and allies with the necessary support<br />

to transform, strengthen and<br />

Santa Rosa County hosts annual Military Apprecit<strong>at</strong>ion Picnic <strong>at</strong> NASWF<br />

food. As in years past, Santa Rosa<br />

Medical Center provided the food<br />

for the event with members <strong>of</strong> the<br />

Santa Rosa County Sheriff’s<br />

Office volunteering to serve as the<br />

chefs. Volunteers from Covenant<br />

Hospice even agreed to serve the<br />

food to the service members.<br />

Kelly appreci<strong>at</strong>ed all the support.<br />

“I would like to thank all the<br />

community volunteers. They really<br />

stepped up to take care <strong>of</strong> our military<br />

folks,” she said.<br />

The people who <strong>at</strong>tended the<br />

picnic seconded th<strong>at</strong> sentiment.<br />

MA1 Kenneth Pr<strong>at</strong>t’s family, wife,<br />

Sarah, and kids, Gracie, 4, and<br />

Carleigh, 2; <strong>at</strong>tended the picnic.<br />

The two girls enjoyed their afternoon<br />

with the games and the<br />

bouncy houses, but they especially<br />

enjoyed the petting zoo – chasing<br />

and petting the ducks and<br />

chickens. MA1 Pr<strong>at</strong>t praised the<br />

coordin<strong>at</strong>ors’ efforts in improving<br />

on an already popular event.<br />

“My wife said the event was<br />

even better than last year’s,” he<br />

said. “I went to Pen Air just to<br />

thank them for everything they<br />

did and for coordin<strong>at</strong>ing all the<br />

prizes, vendors and especially all<br />

the volunteers who did the work.<br />

It was a nice day for all the military<br />

guys to take it easy and have<br />

a really gre<strong>at</strong> day <strong>of</strong> fun.”<br />

The picnic was capped <strong>of</strong>f with<br />

a concert by Pensacola-based<br />

cover band Superheroes. The<br />

group played two short sets as<br />

alter-egos Doug Driggers, Austin<br />

Ingerman, Eric Mazzone, M<strong>at</strong>t<br />

McKinney and Sean Phillips, but<br />

played the final hour <strong>of</strong> the show<br />

as Flash, Robin, Green Lantern,<br />

Superman and B<strong>at</strong>man. The band<br />

played a variety <strong>of</strong> classic rock<br />

tunes ranging from “I Love Rock<br />

’N’ Roll” to “Crazy Train.” As<br />

much as the picnickers enjoyed<br />

having the group play, the band<br />

liked being part <strong>of</strong> a military<br />

event.<br />

“It was a no-brainer for us to<br />

come. We dedic<strong>at</strong>e a song to the<br />

military every show. We really<br />

respect our military,” lead vocalist<br />

Driggers st<strong>at</strong>ed. “Like we say on<br />

stage, ‘they are the real heroes.’ ”<br />

dancing and smiling, abundant<br />

food and lots <strong>of</strong> games and<br />

prizes, Naval Air St<strong>at</strong>ion Whiting<br />

Field was a happy place May 18 as<br />

the Santa Rosa County community<br />

hosted its Military Appreci<strong>at</strong>ion<br />

Picnic. More than 100 sponsors,<br />

businesses and community volunteers<br />

combined to help make the<br />

annual event <strong>at</strong> the base a memorable<br />

affair.<br />

May is Military Appreci<strong>at</strong>ion<br />

Month and each year residents <strong>of</strong><br />

Santa Rosa County come out in<br />

force to show their appreci<strong>at</strong>ion for<br />

the area military, retirees, government<br />

employees and their families.<br />

“We have a passion for the military<br />

here,” said Krystal Kelly, a<br />

Pen Air Federal Credit Union<br />

employee who served as the coordin<strong>at</strong>or<br />

for this year’s festivities.<br />

“They take care <strong>of</strong> our country, and<br />

this is our chance to do something<br />

for them. I truly don’t know <strong>of</strong> a<br />

better base where the military and<br />

the community are knitted together<br />

so tightly.”<br />

With estim<strong>at</strong>es <strong>of</strong> more than<br />

1,500 people <strong>at</strong>tending, the picnic<br />

was the biggest yet. The NAS<br />

Whiting Field sports complex was<br />

filled with vendor tents, infl<strong>at</strong>able<br />

games for the kids, a project area, a<br />

petting zoo and <strong>of</strong> course, lots <strong>of</strong><br />

NAS Whiting Field Commanding Officer Capt. M<strong>at</strong>thew<br />

New program <strong>of</strong>fers training for veterans<br />

The Department <strong>of</strong> Veteran Affairs (VA) and the<br />

Department <strong>of</strong> Labor (DoL) are working together to<br />

roll out the new Veterans Retraining Assistance<br />

Program (VRAP) on July 1. The VRAP <strong>of</strong>fers 12<br />

months <strong>of</strong> training assistance to veterans who:<br />

• Are between he ages <strong>of</strong> 35 and 60.<br />

• Are unemployed.<br />

• Received an other than dishonorable discharge.<br />

• Are not eligible for any other VA educ<strong>at</strong>ion benefit<br />

program.<br />

• Are not in receipt <strong>of</strong> VA compens<strong>at</strong>ion due to<br />

unemployability.<br />

• Are not enrolled in a federal or st<strong>at</strong>e job training<br />

program.<br />

The program is limited to 45,000 participants during<br />

fiscal year 2012, and to 54,000 participants from<br />

Oct. 1 through March 31, 2014. Participants will<br />

receive a monthly payment equal to the full-time<br />

payment r<strong>at</strong>e under the Montgomery GI Bill-Active<br />

Duty program (currently $1,473 per month).<br />

Navy Hospital <strong>of</strong>fers Red Cross Teen Program<br />

Navy Hospital Pensacola (NHP) will be hosting<br />

the Red Cross Teen Program and is now accepting<br />

from June 18 to July 27 for teens ages 14 to 18 and<br />

is designed to give students a better understanding <strong>of</strong><br />

the medical pr<strong>of</strong>ession. Volunteers are required to<br />

have a letter <strong>of</strong> recommend<strong>at</strong>ion from a teacher.<br />

New language learning program is free<br />

A Navy research project testing an innov<strong>at</strong>ive language<br />

learning program called the Integr<strong>at</strong>ed System<br />

for Language Educ<strong>at</strong>ion and Training (ISLET) has<br />

been released.<br />

The study is intended to deliver the equivalent <strong>of</strong> <strong>at</strong><br />

least three semesters <strong>of</strong> college-level French to <strong>at</strong> least<br />

200 participants. The cost <strong>of</strong> this study is free, and<br />

30-day period ... Bob and Cecilia Walker recently finished the World Rowing<br />

Challenge with a combined total <strong>of</strong> 2,210,364 meters (the distance from<br />

Pensacola to Newport, R.I.). In all, 165 teams from around the world particip<strong>at</strong>ed.<br />

The Walkers, in Team NAS Pensacola, completed 7,780,893 meters and<br />

finished in sixth place overall and first place in the military division. Bob Walker,<br />

age 67, representing the Navy Wellness and Family Fitness Center, rowed<br />

1,107,911 meters. This is an average <strong>of</strong> almost 37,000 meters or 23 miles per<br />

day. Th<strong>at</strong> is the same as rowing from NAS Pensacola to the Perdido Key<br />

Bridge and back every day for 30 days. Cecilia Walker, age 65, who represented<br />

the Wenzel Fitness Center, kept neck and neck with her husband by rowing<br />

1,102, 453 meters. “Ceci” elimin<strong>at</strong>ed all other <strong>at</strong>hletic activities to focus on<br />

the rowing event. Bob credited Ceci and her commitment to the daily rowing<br />

sessions as the reason he was able to <strong>at</strong>tain his goal <strong>of</strong> one million meters or<br />

May 17 and<br />

will fe<strong>at</strong>ure 12<br />

concerts instead<br />

<strong>of</strong> the usual 14.<br />

The final concert is<br />

scheduled for Aug. 2. The concerts<br />

fe<strong>at</strong>ure a variety <strong>of</strong> music ranging<br />

from jazz and country to rock ’n’<br />

roll, big band, easy listening and<br />

reggae.<br />

But this could be the last year for<br />

the concerts.<br />

Officials <strong>at</strong> the found<strong>at</strong>ion<br />

recently announced th<strong>at</strong> this will be<br />

the last year th<strong>at</strong> the found<strong>at</strong>ion will<br />

present Evenings in Olde Seville<br />

because the project has gotten so<br />

big th<strong>at</strong> it is keeping them from<br />

their primary mission <strong>of</strong> preserving<br />

historic sites. Officials are hoping<br />

th<strong>at</strong> another group will come forward<br />

to assume the responsibility<br />

for the popular concert series,<br />

which costs $50,000 to $60,000 a<br />

year.<br />

The found<strong>at</strong>ion was established<br />

in 1964 by Mary Turner Rule. It is<br />

affili<strong>at</strong>ed with the n<strong>at</strong>ional and<br />

Florida trusts for historic preserv<strong>at</strong>ion.<br />

It is the oldest historic preserv<strong>at</strong>ion<br />

organiz<strong>at</strong>ion in the<br />

Pensacola area and it<br />

continues to pursue<br />

its mission <strong>of</strong><br />

preserving and<br />

protecting<br />

Pensacola’s<br />

rich history<br />

through<br />

restor<strong>at</strong>ion<br />

work, educ<strong>at</strong>ional<br />

programs<br />

and community<br />

activities.<br />

The found<strong>at</strong>ion’s<br />

first project<br />

was to restore a<br />

dilapid<strong>at</strong>ed home in<br />

downtown Pensacola to its<br />

original condition. Th<strong>at</strong> was the<br />

Dorr House, which is loc<strong>at</strong>ed on<br />

Seville Square. The found<strong>at</strong>ion was<br />

also involved in the restor<strong>at</strong>ion <strong>of</strong><br />

Seville Square and undertook the<br />

restor<strong>at</strong>ion <strong>of</strong> the Barkley House,<br />

which was its headquarters for more<br />

than 15 years.<br />

The found<strong>at</strong>ion also hosts the<br />

ReDiscovery Lecture series fe<strong>at</strong>uring<br />

John Appleyard. All topics<br />

focus on Pensacola’s past, present<br />

and future.<br />
