FGUA brings versatility in funding and financing. FGUA can and has issued tax-exempt bonds with A-category bond ratings as well as federally subsidized Build America Bonds. We have secured State Revolving Fund low-cost loans and governmental grants, and we have access to other alternative, non-traditional funding. FGUA has also developed and administered special assessment programs, and other utility-specific enterprise revenues. RFQ respondents will need to amortize a large investment over more than 20 years — a long contract period. Alternatively, the FGUA model allows the Village to participate in decision making without carrying the expense or the risk, and re-acquire the facilities on demand. The FGUA has been successfully managing tough utility problems for more than 10 years. Our team has spent their careers solving utility challenges under difficult and time-constrained circumstances. The FGUA track record is recognized by local governments around Florida and underscored by the U.S. government when it was selected to acquire and manage the facilities at MacDill AFB. No other team is as familiar with local government service and water/wastewater project delivery and management in Florida as FGUA. Financial Capability The FGUA financing team includes the best feasibility and rate consultants, financial advisors, bond and disclosure counsel firms, and underwriters. With this expertise, Government Services Group managed the closing of more than $200 million of financing transactions in 2010 alone. Working closely with all three credit rating agencies, the FGUA was consistently in the “A” credit-rating category for these issues. Consequently, the authority was able to secure excellent financing rates. A comprehensive summary of financial transaction size and ratings is included in the appendices.
