Of the total st<strong>or</strong>age capacity, 40MWh is reserved to provide black start <strong>f<strong>or</strong></strong> the Little Bar<strong>f<strong>or</strong></strong>d<br />

station. The economic benefit <strong>f<strong>or</strong></strong> black start is the subject <strong>of</strong> a proprietary arrangement between<br />

Innogy and National Grid. Innogy also plans to demonstrate the utility <strong>of</strong> the Little Bar<strong>f<strong>or</strong></strong>d plant<br />

<strong>f<strong>or</strong></strong> energy management (arbitrage), and <strong>f<strong>or</strong></strong> response (load following) and voltage control <strong>f<strong>or</strong></strong> the<br />

power netw<strong>or</strong>k. Innogy regards the Little Bar<strong>f<strong>or</strong></strong>d plant as a demonstration project, however, and<br />

has not attempted to economically justify the plant on the basis <strong>of</strong> the benefits that can be<br />

garnered by it. From publications relating the to Didcot project (see above) and other sources,<br />

we think that the cost <strong>of</strong> the Little Bar<strong>f<strong>or</strong></strong>d Plant will be in the range <strong>of</strong> $25-40 million.<br />

M<strong>or</strong>e recently, Innogy has also contracted to supply TVA with a 12MW, 120MWh Regenesys<br />

system that is to be used primarily to provide a higher level <strong>of</strong> reliability <strong>of</strong> electrical service to<br />

the Columbus Air F<strong>or</strong>ce Base (CAFB) in Mississippi. 3 By mid-2002, acc<strong>or</strong>ding to a TVA<br />

spokesman, concrete had been poured, some buildings constructed, tanks were already in place,<br />
