A conference on HTS SMES was held in Japan in December 1998. The proceedings are in<br />

Japanese. Summaries <strong>of</strong> some <strong>of</strong> the papers are given here.<br />

I Masahiro Yamamoto provided an overview <strong>of</strong> the ISTEC/SMES Project,<br />

The SMES system can st<strong>or</strong>e energy as electricity and has a highly efficient energy st<strong>or</strong>age<br />

capability. M<strong>or</strong>eover, it allows high-speed input and output <strong>of</strong> energy, which means both real<br />

and reactive power can be controlled independently. Other features determine that it has high<br />

capabilities, not only in energy st<strong>or</strong>age capacity aspects (kWh), but also in aspects <strong>of</strong><br />

instantaneous output <strong>of</strong> electric power. It is anticipated that the SMES system will fulfill a<br />

significant role in future electric power systems in terms <strong>of</strong> load-leveling <strong>of</strong> power, load change<br />

<strong>com</strong>pensation, improving system stabilization, etc.<br />

Due to these fact<strong>or</strong>s, the Japanese government, electric power <strong>com</strong>panies, manufacturers, and<br />

research groups concerned with superconducting energy st<strong>or</strong>age are engaged in investigation,<br />

research, and conceptual design w<strong>or</strong>k on its utility.<br />

The Agency <strong>of</strong> Natural Resources and <strong>Energy</strong>, Ministry <strong>of</strong> International Trade and Industry, has<br />

taken the first step toward full-scale development <strong>of</strong> SMES in Japan. It is conducting a project<br />

'Study <strong>of</strong> Fact<strong>or</strong>s and Technology Development <strong>f<strong>or</strong></strong> Superconducting Electric Power <strong>St<strong>or</strong>age</strong><br />

System' during fiscal years 1991-1998 to establish the necessary technological basis <strong>f<strong>or</strong></strong> building<br />

a small-scale SMES pilot plant. As shown in Table IX, ISTEC is consigned to implement this<br />

with the participation <strong>of</strong> electric power <strong>com</strong>panies and manufacturers. In addition, in <strong>or</strong>der to<br />

promote effective research, an advis<strong>or</strong>y <strong>com</strong>mittee <strong>of</strong> experts in the field has been set up to<br />

examine and review the content <strong>of</strong> the studies.<br />
