A Freight Plan for the NYMTC Region 3.0 Potential Strategies and How They Were Evaluated This section describes how the alternatives selected for analysis were developed, the evaluation criteria used, and the geographic organization of the evaluation. Figure 3.1 shows the process by which the study was conducted. A Freight Plan for the NYMTC Region Strategies were identified for the Plan through the following process: • A public forum was held to solicit a broad and varied list of improvements. Further input was obtained from NYMTC’s Freight Transportation Working Group (FTWG); • NYMTC’s member agencies, as represented by its Program, Finance and Administration Committee (PFAC), generated a working list of candidate freight strategies and actions to test; and • Actions were separated into short-term solutions with an implementation timeframe roughly corresponding to the planning horizons of the MPO’s current Transportation Improvement Program (TIP) and the state’s State Transportation Improvement Program (STIP) planning horizons: (one to three years); mid-term solutions of three to 10 years; and long-term solutions of more than 10 years. To facilitate technical analysis, strategies were initially grouped into three sets of “alternative packages” with a common functional theme, as shown in Figure 3.2. The three alternatives were: • Policy and operational projects for both highway and rail; • Capital-intensive rail projects; and • Capital-intensive highway projects.
