A Freight Plan for the NYMTC Region • Cross Harbor Freight Movement EIS, New York City Economic Development Corporation (NYCEDC); • Highbridge Interchange EIS, NYSDOT; • Gowanus Reconstruction EIS, NYSDOT; • Bronx Arterial Needs Study, NYSDOT; • Staten Island Expressway MIS, NYSDOT; • Goethals Bridge DEIS, PANYNJ; • New York City Arterial Goods Movement Study, NYCDOT; • South Brooklyn Transportation Improvement Study, NYMTC; and • Off-Peak Delivery Study, NYSDOT. Although many issues remain unresolved due to the complexity of this planning effort, it is hoped that this report points the way for further resolution and action by project proponents and other stakeholders. In particular, this plan does not address “inside the gate” issues that involve the operation of specific facilities such as airports, ports, and intermodal yards – a topic best left to the owners and operators. Rather, the report focuses on landside access to key freight facilities. The NYMTC region is part of a larger interdependent tri-state metropolitan area that includes parts of New Jersey and Connecticut. While NYMTC can only directly address projects originating within the region, the movement of freight does not recognize arbitrary political boundaries. Therefore, many of the issues and proposed actions discussed in this report have resonance in the larger region and will require a coordinated response. A great deal of analytical work was accomplished in the production of this plan. This analysis is presented in the following technical memoranda and can be viewed on the NYMTC web site (nymtc.org): • Task 1 – Internal and External Scan of information relating to freight movement in the region; • Task 2 – Documentation of Existing Conditions; • Task 4 – Evaluation of Deficiencies; • Task 5 – Identification of Alternatives; and • Task 6 – Analysis of Alternatives. A Freight Plan for the NYMTC Region The Regional Freight Plan Project was intended to achieve the following goals as originally defined in the Regional Transportation Plan (RTP) and modified to a small degree during this planning process: • Improve the transport of freight by removing burdensome government regulations and restrictions; • Improve the physical infrastructure of the transportation system for freight-related transport among shipping and receiving points, and among major terminals and ports; • Improve the reliability and overall movement of freight in the region by encouraging expedient and cooperative multimodal shipment of freight; • Improve the reliability and overall movement of freight in the region by expanding alternatives for trucks and other commercial vehicles; and • Improve the freight system’s strategic redundancy (NYMTC and other agencies currently are addressing this goal in other studies); In pursuit of these goals, the following objectives were established for the Freight Plan: • Develop a timely descriptive narrative of the current freight delivery system (Tasks 1, 2, and 4); • Provide recommendations for capital and operating projects, policies, and programs (Tasks 5 and 6 and this report); • Suggest initiatives for further freight transportation planning and incorporate freight needs into the regional transportation planning process (this report); and • Educate the public on freight transportation characteristics and issues from the point of view of shippers, carriers, and other affected stakeholders (ongoing Freight Transportation Working Group process).
