Brief subject<br />
Central Government appoints <strong>of</strong>ficers in the <strong>Directorate</strong><br />
<strong>General</strong> <strong>of</strong> <strong>Mines</strong> <strong>Safety</strong> as Special Public Prosecutors for the<br />
conduct <strong>of</strong> cases instituted under <strong>Mines</strong> Act, 1952.<br />
Govt. appoints Shri SJ Sibal, Director-<strong>General</strong> <strong>of</strong> <strong>Mines</strong><br />
<strong>Safety</strong>, Dhanbad to be the Chief Inspector <strong>of</strong> <strong>Mines</strong>.<br />
From 1 st March, <strong>2009</strong> all types <strong>of</strong> lights, lighting fixtures and<br />
systems including lights on board mobile machine, in HEMMs,<br />
machinery and plants, indicators or signal lights to be used in<br />
mines both on surface and belowground including oil and gas<br />
mines/fields will be such type, standard and make as<br />
approved by a general or special order in writing.<br />
Regarding appointment <strong>of</strong> Shri PK Sarkar and Shri Utpal Saha<br />
to the post <strong>of</strong> Dy.Director-<strong>General</strong> <strong>of</strong> <strong>Mines</strong> <strong>Safety</strong>.<br />
Regarding authorization to <strong>of</strong>ficers <strong>of</strong> DGMS to institute<br />
prosecution for any <strong>of</strong>fence under the <strong>Mines</strong> Act, 1952<br />

1.5 Measures to improve safety in mines:<br />
Since mining is beset with many inherent hazards, detailed precautions have been laid down in<br />
the <strong>Mines</strong> Act, Rules and Regulations framed thereunder to guard against dangers in mines<br />
and it is the responsibility <strong>of</strong> the mine management to comply with the same. While the onus<br />
<strong>of</strong> providing for and ensuring safety in mines rests with the mine management, DGMS has the<br />
