The management will be strictly implement the recommendation. The<br />

equipment shall not be put into service until the recommendation are fully<br />

complied.<br />

The committee will re-inspect the equipment are recommend the period for<br />

further use <strong>of</strong> equipment.<br />

An additional periodical maintenance program shall provided by the<br />

committee.<br />

The additional periodical maintenance along with one recommended by OGM<br />

initially at one time <strong>of</strong> new installation shall be strictly followed by the mine<br />

<strong>of</strong>ficial and a record <strong>of</strong> maintenance/inspection are recorded in a bound paged<br />

book and signed by the colliery Engineer & Manager.<br />

2. The managements shall ensure all spares are made available for<br />

maintenance/repairs.<br />

3. The stability <strong>of</strong> equipment shall be assessed by an independent agency in case<br />

<strong>of</strong> Excavator/Shovel and Dragline once in six months during the extended use.<br />

I am <strong>of</strong> the opinion that the above recommendation may help in reducing<br />

incidents/accidents due to extended use <strong>of</strong> surveyed <strong>of</strong>f equipments. The<br />

recommendation may be strictly complied in the interest <strong>of</strong> safety.<br />

Sub:- Structural <strong>Safety</strong> audit for Heat gears used in <strong>Mines</strong>.<br />

Head gear is a important structure located over the shaft that houses one or two<br />

sheaves, carrying winding ropes, flexible guides and other equipments. The head<br />

frames are constantly subject to static loads, dynamic loads and environmental effect.<br />

Foundations <strong>of</strong> reinforced concrete is buried in ground and is constantly subjected to<br />

reversible loads and environmental effects, which reduces the strength <strong>of</strong> concrete an<br />

alters the properties. Failure <strong>of</strong> foundation is most dangerous for headgear frames.<br />

Hence a time to time the structural audit for safety, stability, serviceability and<br />

durability must be done to assess the damage.<br />

Regulation 73(1) <strong>of</strong> Coal <strong>Mines</strong> Regulations, 1957 & Regulation 80(1) <strong>of</strong><br />

Metalliferous <strong>Mines</strong> Regulation 1961 requires that “every part <strong>of</strong> a winding<br />

installation, including headgear, shall be sound construction and adequate strength,<br />

and shall be maintained in safe working order. In case <strong>of</strong> any doubt as to the<br />

foregoing, it shall be referred to the Chief Inspector <strong>of</strong> decision.<br />

Regulation 182 <strong>of</strong> the Coal <strong>Mines</strong> Regulation, 1957 & Reg. 172 <strong>of</strong> the Metalliferous<br />

<strong>Mines</strong> Regulations 1961 require that “all parts and working gear, whether fixed or<br />

moveable, including the anchoring and apparatus used as or forming part <strong>of</strong> the<br />

equipment <strong>of</strong> a mine, and all foundations in or to which any such appliances are<br />
