Purpose<br />

To establish general safety <strong>and</strong> health regulations that shall become a part of the<br />

J. <strong>Iverson</strong> <strong>Riddle</strong> <strong>Developmental</strong> <strong>Center</strong>’s Safety <strong>and</strong> Health Program. The<br />

application of these items will address consistent workplace concerns <strong>and</strong> will<br />

strengthen st<strong>and</strong>ards for accountability,<br />

Policy<br />

The Department of Health <strong>and</strong> Human Services (DHHS) accepts <strong>and</strong> endorses<br />

the commitment of the J. <strong>Iverson</strong> <strong>Riddle</strong> <strong>Developmental</strong> <strong>Center</strong> to continue<br />

addressing concerns for safety <strong>and</strong> health awareness within the following<br />

guidelines that shall be used at the J. <strong>Iverson</strong> <strong>Riddle</strong> <strong>Developmental</strong> <strong>Center</strong> in<br />

their entirety.<br />

Each new employee shall receive a copy of the J. <strong>Iverson</strong> <strong>Riddle</strong> <strong>Developmental</strong><br />

<strong>Center</strong> Rules <strong>and</strong> Regulations at the time he/she signs on payroll. The Safety<br />

<strong>and</strong> Health Director or his/her designee will be required to discuss each rule <strong>and</strong><br />

regulation with the employee so that he/she has a full underst<strong>and</strong>ing of his/her<br />

responsibilities. He/she will be required to sign an acknowledgement of<br />

underst<strong>and</strong>ing that he/she will become familiar with, <strong>and</strong> abide by these rules<br />

<strong>and</strong> regulations as it applies to the duties, which he/she performs on or off<br />

campus for the J. <strong>Iverson</strong> <strong>Riddle</strong> <strong>Developmental</strong> <strong>Center</strong>. The Human Resources<br />

Department will be responsible for maintaining the signed acknowledgement,<br />

which shall be placed in the employee’s Human Resource File. See Attachment<br />

A: J. <strong>Iverson</strong> <strong>Riddle</strong> <strong>Developmental</strong> <strong>Center</strong> Rules <strong>and</strong> Regulations). (See<br />

Each employee will be required to review the J. <strong>Iverson</strong> <strong>Riddle</strong> <strong>Developmental</strong><br />

<strong>Center</strong> Rules <strong>and</strong> Regulations at least annually <strong>and</strong> sign the acknowledgement<br />

that he/she will abide by these rules as it applies to the duties which he/she<br />

performs on or off campus for the J. <strong>Iverson</strong> <strong>Riddle</strong> <strong>Developmental</strong> <strong>Center</strong>.<br />

The Human Resources Department will be responsible for maintaining the signed<br />

acknowledgement. See Attachment C: J. <strong>Iverson</strong> <strong>Riddle</strong> <strong>Developmental</strong> <strong>Center</strong><br />

Rules <strong>and</strong> Regulations Annual Acknowledgement.<br />

These rules <strong>and</strong> regulations should develop a workforce, which projects<br />

professionalism to the people who live <strong>and</strong> work here, their families <strong>and</strong> the<br />

public at large.<br />

RULES AND REGULATIONS:<br />

(ATTACHMENT A)<br />

Each rule <strong>and</strong> regulation listed below is supported by <strong>Policies</strong> <strong>and</strong> Procedures which are<br />

located in the J. <strong>Iverson</strong> <strong>Riddle</strong> <strong>Developmental</strong> <strong>Center</strong> Administrative Manual,<br />

Department Health <strong>and</strong> Human Services (DHHS) Directives <strong>and</strong>/or J. <strong>Iverson</strong> <strong>Riddle</strong><br />

<strong>Developmental</strong> <strong>Center</strong> Safety Procedure Manual. The reference number can be found<br />

after each rule. The location of each these manuals can be obtained by contacting your<br />

Department Head/Supervisor or the Safety <strong>and</strong> Health Director.<br />

1. All employees are instructed to be aware <strong>and</strong> conscientious of their neatness of attire<br />

<strong>and</strong> cleanliness of apparel.<br />

2 Employees who fail to follow appropriate dress st<strong>and</strong>ards may be sent home<br />

<strong>and</strong> directed to return to work in accordance with Policy 1.3.8. Continued violations<br />

will result in disciplinary action up to <strong>and</strong> including dismissal.<br />

3. The J. <strong>Iverson</strong> <strong>Riddle</strong> <strong>Developmental</strong> <strong>Center</strong> reserves the right to determine the<br />

appropriateness of employee appearance <strong>and</strong> attire.<br />

4. Fingernails must be neatly groomed <strong>and</strong> short enough not to interfere<br />

with one’s duties.<br />

5. Hair will be kept clean <strong>and</strong> controlled so as to not interfere with the employee’s<br />

duties. Safety <strong>and</strong> Health regulations will be observed. Beards <strong>and</strong> mustaches will be<br />

kept neat, closely trimmed <strong>and</strong> clean.<br />

6. A minimum amount of jewelry may be worn. Earrings must be small. Jewelry will<br />

not be worn in other visible pierced body parts. Rings may be worn if permitted by<br />

safety regulations.<br />

7. Visible tattoos shall not be provocative, vulgar, obscene or indecent.<br />

8 Proper ID Badges shall be worn with the front visible.<br />

9 Footwear must be worn at all times unless the employee is engaging in an activity in<br />

which shoes are not normally worn. Footwear must be non-skid soled <strong>and</strong> must have<br />

enclosed toe. (See <strong>JIRDC</strong> Administrative Policy-Health <strong>and</strong> Safety Policy 1.4.23<br />

Footwear).


10 Each staff person is responsible for immediately reporting to their<br />

supervisor or Department Head any time a on-the-job-incident occurs.<br />

(no exceptions) (See <strong>JIRDC</strong> Administrative Policy – Health <strong>and</strong> Safety Policy<br />

1.4.10 Accident Reporting).<br />

11. Medical payment will not be made for ON-THE-JOB INCIDENTS until a<br />

full investigation has been made <strong>and</strong> findings reported to Key Risk<br />

Management Services who will determine if the incident is<br />

compensable under the North Carolina Industrial Commission Act.<br />

(See <strong>JIRDC</strong> Administrative Policy – Health <strong>and</strong> Safety Policy 1.4.33 Medical<br />

Care <strong>and</strong> Treatment For On The Job Injuries).<br />

12 All injuries requiring medical attention which cannot be treated by the<br />

RN in their work area, must be sent to Employee Health or the Medical<br />

Care Unit before seeking outside medical treatment. No employee is<br />

to seek treatment from their family physician without prior authorization for<br />

an on-the-job-incident. Unauthorized medical visits to hospitals <strong>and</strong>/or<br />

Physician’s office for on-the-job-injuries will not be covered by Workers<br />

Compensation. (See <strong>JIRDC</strong> Administrative Policy – Health <strong>and</strong> Safety Policy<br />

1.4.33 Medical Car <strong>and</strong> Treatment for On The Job Injuries.)<br />

13. Each injured employee is expected to follow all rules established by the J. <strong>Iverson</strong><br />

<strong>Riddle</strong> <strong>Developmental</strong> <strong>Center</strong>, Key Risk Management <strong>and</strong> the North<br />

Carolina Industrial Commission. (See <strong>JIRDC</strong> Administrative Policy – Health <strong>and</strong><br />

Safety Policy 1.4.33 Medical Care <strong>and</strong> Treatment For On The Job Injuries).<br />

14. All staff are expected to know where fire extinguishers are located in the<br />

building , proper procedures for evacuation of building, fire alarm stations <strong>and</strong><br />

accountability of residents <strong>and</strong> staff. (See <strong>JIRDC</strong> Administrative Policy – Health<br />

<strong>and</strong> Safety Policy 1.4.22 Fire Evacuation Procedures).<br />

15. All Corridors, hallways <strong>and</strong> evacuation areas leading from the building<br />

must remain clear of all obstacles at all times. (See <strong>JIRDC</strong> Administrative Policy –<br />

Health <strong>and</strong> Safety Policy 1.4.22 Fire Evacuation Procedures).<br />

16. Any staff member causing or discovering a spill shall clean it up<br />

immediately (i.e., food, water, etc.) (See <strong>JIRDC</strong> Administrative Policy – Health<br />

<strong>and</strong> Safety Policy 1.4.43 Sanitation).<br />

17. Each employee is responsible for knowing <strong>and</strong> using approved safety<br />

equipment, i.e., gloves, masks, goggles, glasses, face shields, etc.,<br />

when work being performed would require safety equipment.<br />

Pathogens <strong>and</strong> 1.4.38 Personal Protective Equipment).


18. The use of tobacco products (including smokeless tobacco) is prohibited<br />

inside any J. <strong>Iverson</strong> <strong>Riddle</strong> <strong>Developmental</strong> <strong>Center</strong> Building or state vehicle.<br />

(See JRDC Administrative Manual 1.3.14 Use of Tobacco Products).<br />

19. Tobacco use ( including smokeless tobacco products) shall occur at least<br />

20 feet from any entrance to a building. Tobacco smoke shall not be<br />

allowed to enter a building through an open door or window. Cigarettes<br />

shall be disposed of in a proper receptacle. NO TOBACCO PRODUCT<br />

( including smokeless tobacco) shall be thrown on the ground.<br />

20. No Chewing Tobacco or Snuff spittle can be disposed of in a container,<br />

cup, jar or bottle that could be mistaken for food or drink. (See <strong>JIRDC</strong><br />

Administrative Manual 1.3.14 Use of Tobacco Products).<br />

21. The unlawful manufacture, distribution, dispensation, sale, possession,<br />

or use of controlled substances, the possession or use of alcoholic<br />

beverages; <strong>and</strong> the possession of <strong>and</strong> manufacture or delivery of drug<br />

paraphernalia is prohibited on J. <strong>Iverson</strong> <strong>Riddle</strong> <strong>Developmental</strong><br />

<strong>Center</strong> Campus. ( DHHS Number 47 Alcohol <strong>and</strong> Drug Free Workplace<br />

Policy).<br />

22. No inedible substance such as cleaning solutions, chemicals, paints, craft<br />

products, etc shall be stored or placed in a container that is used for food or<br />

beverage storage. (See <strong>JIRDC</strong> Administrative Manual –Health <strong>and</strong> Safety<br />

Policy 1.4.25 Hazard Communication Act) .<br />

23. The Speed limit shall be observed by all staff on all roads on J. <strong>Iverson</strong><br />

<strong>Riddle</strong> <strong>Developmental</strong> <strong>Center</strong> Campus. Broughton Hospital Police patrol<br />

our campus on a regular basis <strong>and</strong> use Radar to check vehicle speed.<br />

Anyone caught speeding can receive disciplinary action up to <strong>and</strong> including<br />

dismissal. If a speeding ticket is issued, the employee will be responsible<br />

for all cost through the court system. (<strong>JIRDC</strong> Administrative Manual 1.2.28 Rules<br />

Governing Traffic, Parking <strong>and</strong> Personal Vehicles).<br />

Outer Perimeter Road<br />

All other roads<br />

25 miles per hour.<br />

15 miles per hour.<br />

24. Personal vehicles must remain locked at all times when left unattended.<br />

State <strong>and</strong>/or personal vehicles cannot be left unattended with motor running.<br />

The storing of dangerous tools, i.e., Axes, Bush Axes, Saws, Screwdrivers,<br />

Volatile Chemicals (i.e., gasoline) in an open area of any vehicle is strictly<br />

prohibited. (See <strong>JIRDC</strong> Administrative Manual 1.2.28 Rules Governing Traffic,<br />

Parking <strong>and</strong> Personal Vehicles).


25. Personal vehicles shall not be parked on the grounds except when an<br />

employee is physically at work or off campus on official J. <strong>Iverson</strong> <strong>Riddle</strong><br />

<strong>Developmental</strong> <strong>Center</strong> business. Staff leaving a vehicle on campus overnight<br />

due to required travel must notify the Information Desk at 2731 or<br />

the Broughton Police by dialing 0. The location <strong>and</strong> description<br />

of vehicle must be provided as well as length of time vehicle will be on<br />

campus. (J. <strong>Iverson</strong> <strong>Riddle</strong> <strong>Developmental</strong> <strong>Center</strong> Administrative<br />

Manual 1.2.28 Rules Governing Traffic, Parking <strong>and</strong> Personal<br />

Vehicles).<br />

26. Motor vehicles are not to be driven on any sidewalks or within an area not<br />

designated for vehicular traffic. (J. <strong>Iverson</strong> <strong>Riddle</strong> <strong>Developmental</strong> <strong>Center</strong><br />

Administrative Manual 1.2.28 Rules Governing Traffic, Parking <strong>and</strong> Personal<br />

Vehicles).<br />

27. Unauthorized personnel will not operate or attempt to repair machinery <strong>and</strong><br />

equipment. No employee shall tamper with or disable a safety or security<br />

device. All defective or broken equipment must be reported to your<br />

supervisor immediately. (See <strong>JIRDC</strong> Administrative Policy – Health <strong>and</strong> Safety<br />

Policy 1.4.46 Sign <strong>and</strong> Tag Requirements).<br />

28. Firearms, dangerous weapons, or explosive devices are strictly prohibited on<br />

the campus of The J. <strong>Iverson</strong> <strong>Riddle</strong> <strong>Developmental</strong> <strong>Center</strong>. (J. <strong>Iverson</strong><br />

<strong>Riddle</strong> Administrative Manual 1.3.11 Firearms <strong>and</strong> Other Weapons).<br />

Firearms are defined as, but not limited to: pistol, rifle, shotgun, pellet gun, or any<br />

device that propels a projectile.<br />

Dangerous Weapons are defined as, but not limited to, – knives with a blade that<br />

exceeds three inches, switchblade knives, metal knuckles, bow <strong>and</strong> arrow,<br />

crossbow.<br />

Explosive devices are defined as but not limited to dynamite, homemade bombs,<br />

bullets <strong>and</strong> any fireworks.<br />

29. The J. <strong>Iverson</strong> <strong>Riddle</strong> <strong>Developmental</strong> <strong>Center</strong> has a Zero Tolerance for<br />

Workplace Violence. This includes but is not limited to harassment/assault,<br />

threats, physical attack, property damage, menacing, sex offense or<br />

intimidation. (See <strong>JIRDC</strong> Administrative Policy – Health <strong>and</strong> Safety Policy<br />

1.4.51 Workplace Violence<br />

30. No one may use a J. <strong>Iverson</strong> <strong>Riddle</strong> <strong>Developmental</strong> <strong>Center</strong> computer unless<br />

they have authorized access. (DHHS Policy Information Resource<br />

Memor<strong>and</strong>um of Underst<strong>and</strong>ing <strong>and</strong> Computer Use Policy.)


31. No pornographic sites shall be accessed from a State Owned Computer.<br />

(DHHS Policy Information Resource Memor<strong>and</strong>um of Underst<strong>and</strong>ing <strong>and</strong><br />

Computer Use Policy).<br />

32. The J. <strong>Iverson</strong> <strong>Riddle</strong> <strong>Developmental</strong> <strong>Center</strong> telephones are state owned <strong>and</strong><br />

are for business use only. No personal long distance call shall be made on<br />

State Owned Phones. (General Statue 14.91 Embezzlement of State<br />

Property By Public Officers <strong>and</strong> Employees).<br />

33. Personal Cell Phones/Beepers are not to be used while on duty.<br />

Communication 1.2.9)<br />

34. The storing of state owned food/property <strong>and</strong>/or resident owned<br />

property in State owned Lockers is strictly prohibited. Personal locks<br />

cannot be used on State owned lockers. (J. <strong>Iverson</strong> <strong>Riddle</strong><br />

<strong>Developmental</strong> <strong>Center</strong> Administrative Manual 1.3.9 Employee<br />

Lockers).<br />

35. The taking of <strong>and</strong>/or misuse of state owned property/money is strictly<br />

prohibited. Anyone caught may be dismissed <strong>and</strong> prosecuted in a Court of<br />

Law. (J. <strong>Iverson</strong> <strong>Riddle</strong> <strong>Developmental</strong> <strong>Center</strong> Administrative<br />

Manual 1.2.24 Theft of State <strong>and</strong> Personal Property).<br />

36. The eating of state owned food <strong>and</strong> or resident food is strictly prohibited<br />

unless its part of a designated activity; purchase of such meals shall occur<br />

through a specific process. (J. <strong>Iverson</strong> <strong>Riddle</strong> <strong>Developmental</strong> <strong>Center</strong><br />

Administrative Manual 1.2.4 EATING STATE MEALS).<br />

37. Employees have 5 calendar days to report a conviction of a DUI or DWI.to their<br />

immediate supervisor immediately.<br />

(DHHS Directive # 74 Alcohol & Drug Free Workplace Policy<br />

GS-143 B-10).<br />

38. Employees shall not operate any state owned vehicle without a valid<br />

North Carolina Drivers License. (<strong>JIRDC</strong> Procedure Manual S-S-10 State Vehicles).<br />

39. Any staff member who takes or uses any form of prescription or over-the counter<br />

medication WHILE ON DUTY, must be certain that each is properly labeled, <strong>and</strong><br />

stored in a location inaccessible to all residents of the facility.


40. Any staff member, who is required to take medication during a resident-related<br />

outing shall secure the medication in the lock box provided by the home for this<br />

purpose. The locked box will be the responsibility of the staff member until they<br />

return to the building. For IM medications, a plastic/glass medicine tube must be<br />

provided to secure the needle <strong>and</strong> syringe after being used. The tube must be placed<br />

in the <strong>Home</strong>’s Sharp Box immediately after returning to the building.<br />

41. Any unsecured medication found anywhere on premises of <strong>JIRDC</strong> must be given to a<br />

a Nursing Staff Member immediately.<br />

42. No Personal medication shall be disposed of on <strong>JIRDC</strong> Campus.<br />

As some residents are challenged with pica behavior, any staff member who observes<br />

another staff member throwing down paper, trash, or cigarette butts shall report it<br />

immediately. Any staff member engaging in this behavior shall receive disciplinary<br />

action, <strong>and</strong> failure to report such infractions may itself result in disciplinary action, up to<br />

<strong>and</strong> including dismissal.<br />
