2005-<strong>2006</strong> Highlights Colorado City<br />

<strong>Attorney</strong> <strong>General</strong> <strong>Terry</strong><br />

<strong>Goddard</strong> and Utah <strong>Attorney</strong><br />

<strong>General</strong> Mark Shurtleff<br />

continued to work together to<br />

address issues facing the<br />

communities of Colorado City,<br />

Ariz. and Hildale, Utah.<br />

Their efforts in 2005-<strong>2006</strong><br />

included:<br />

• Hunt for Warren Jeffs.<br />

In January <strong>2006</strong>, the FBI<br />

authorized a $50,000 reward for<br />

information leading to Jeffs’<br />

arrest and conviction, which<br />

enhanced the<br />

$10,000 reward<br />

offered in July 2005<br />

by the <strong>Arizona</strong> and<br />

Utah State <strong>Attorney</strong>s<br />

<strong>General</strong>. In May<br />

<strong>2006</strong>, the Federal<br />

Bureau of<br />

Investigation<br />

placed Warren<br />

Jeffs on its Top 10<br />

Most Wanted List.<br />

(Jeffs was arrested<br />

on Aug. 28, <strong>2006</strong><br />

and faces criminal<br />

trials in <strong>Arizona</strong><br />

and Utah.)<br />

• Colorado City Police<br />

Officers Decertified.<br />

The <strong>Attorney</strong> <strong>General</strong>’s Office<br />

successfully completed<br />

administrative action before the<br />

<strong>Arizona</strong> Peace Officer Standards<br />

and Training Board, revoking<br />

the peace officer certifications of<br />

former Colorado City Chief of<br />

Police Sam Roundy and officer<br />

Vance Barlow.<br />

• Colorado City Unified<br />

School District.<br />

In December 2005, the <strong>Attorney</strong><br />

<strong>General</strong>’s Office entered into a<br />

consent agreement that placed<br />

the Colorado City Unified<br />

School District in receivership.<br />

The <strong>Attorney</strong> <strong>General</strong>’s Office<br />

filed the petition for receivership<br />

with the <strong>Arizona</strong> State Board of<br />

Education in August 2005. The<br />

petition was filed on the first day<br />

a new state law took effect that<br />

The receiver immediately<br />

efforts to reduce operating<br />

expenses and maximize<br />

available assets, including<br />

divesting itself of property,<br />

such as the district's Cessna<br />

airplane.<br />
