香 港 報 業 發 展 蓬 勃<br />
The death knell for the newspaper industry may be ringing across the developed<br />
world, but Hong Kong is not listening. The advent of free newspapers has invigorated<br />
the market and more Hong Kong people than ever are scanning a print edition for<br />
their news fix.<br />
全 球 多 個 已 發 展 地 區 的 報 業 都 面 臨 嚴 峻 的 挑 戰 , 香 港 卻 一 枝 獨 秀 , 免 費 報 章 的 誕 生 不 僅<br />

When Professor Colin Sparks of the Department of Journalism of the<br />
School of Communication first arrived in Hong Kong from the UK in<br />
20<strong>10</strong>, he was surprised to find a vibrant newspaper scene. Currently<br />
there are 14 printed paid dailies and seven tabloid-sized free sheets in<br />
Hong Kong. This is in sharp contrast to the West where the prognosis for<br />
the industry has been doom and gloom.<br />
“In the US and parts of Europe, newspapers are closing down, whereas<br />
in Hong Kong, new newspapers are still being launched,” says Professor<br />
Sparks. “Sharp Daily was launched shortly after I arrived.”<br />
In total, the circulation of newspapers in Hong Kong is about 4.2 million,<br />
a substantial figure. “Even before the free dailies were launched,<br />
newspaper readership was considered high,” notes Mr CK Lau,<br />
Principal Lecturer of the Department of Journalism and a veteran of the<br />
newspaper industry. “Media surveys showed that many people read more<br />
than one newspaper.”<br />
Growing industry<br />
Professor Sparks is interested in<br />
why Hong Kong appears to be<br />
bucking the trend of the decline of<br />
newspapers experienced by other<br />
developed places. “In thinking<br />
about newspapers, one normally<br />
hears about gloom in the West and<br />
boom in the East,” he says. While<br />
Hong Kong is located in the East,<br />
he suspects that the reasons for the<br />
thriving newspaper industry here<br />

and Mainland China. “In India and<br />
Mainland China, newspapers are<br />
doing well because of the social changes such as rapid urbanisation.”<br />
Hong Kong, he says, is different. It is already highly urbanised and the<br />
fourth most densely populated place in the world. It is also a prosperous<br />

說 :「 即 使 在 免 費 報 章 出 現 前 , 香 港 的 讀 者 人 數<br />
也 偏 高 。 一 些 媒 體 調 查 結 果 顯 示 許 多 人 閱 讀 超 過<br />
一 份 報 紙 。」<br />
不 斷 增 長 的 行 業<br />
其 他 已 發 展 地 區 的 報 業 均 走 下 坡 , 香 港 卻 能 抗 衡<br />
大 勢 ,Sparks 教 授 對 此 感 到 好 奇 。「 每 每 談 到 報<br />
業 , 總 是 說 東 方 興 盛 而 西 方 衰 落 。」 據 他 推 測 ,<br />
儘 管 香 港 與 印 度 和 中 國 同 樣 位 處 東 方 , 但 報 業<br />
蓬 勃 的 原 因 不 盡 相 同 。 他 說 :「 印 度 和 中 國 的<br />

society, ranked 13 th on the United Nations Development Programme’s<br />
human development index. Hong Kong’s newspaper industry would<br />
therefore be expected to replicate the pattern of other advanced places, but<br />
it has not.<br />
Having looked at the industry here more closely and talked to senior<br />
executives in the business, Professor Sparks believes free sheets have driven<br />
the rise in newspaper circulation. Since Metro made its debut in 2002,<br />
six free newspapers have been launched in Hong Kong. The physical nature<br />
of Hong Kong, organised as clusters of vertical developments, and the<br />
popularity of the MTR enables an efficient distribution system. “Take Los<br />
Angeles, where everyone commutes by car, it would be hard to distribute a<br />
free sheet there,” Professor Sparks says.<br />
Free for all<br />
Mr Lau also expresses the view that<br />
free sheets have increased readership.<br />
“Surprisingly, the free newspapers<br />
have not significantly impacted the<br />
readership of the paid dailies. The<br />
readership figures of the paid dailies<br />
might be falling but it’s a slow rather<br />
than a dramatic decline.”<br />

to buy newspapers; however, they would pick up Metro in the MTR.<br />
Mr Lau believes Headline Daily, started by the Sing Tao Group, was the<br />
game-changer. “It was the first free newspaper to be run by an established<br />
newspaper group. Employing a small team of editors to rewrite the existing<br />
content involved only a slight increase in marginal costs.” Moreover, unlike<br />
Metro and am730 which confine themselves to news and some features,<br />
Headline Daily positions itself as a substantial newspaper, with news,<br />

一 群 原 來 不 看 報 紙 的 人 。 過 去 曾 有 研 究 顯 示 , 香<br />
港 的 女 性 較 少 會 買 報 紙 , 但 會 在 港 鐵 站 拿 取 《 都<br />
市 日 報 》。<br />
劉 先 生 相 信 , 星 島 報 業 集 團 旗 下 的 《 頭 條 日<br />
報 》, 真 正 改 寫 了 免 費 報 章 的 生 態 。「《 頭 條 日<br />
報 》 是 首 份 由 現 存 報 業 集 團 營 運 的 免 費 報 紙 。 他<br />
們 只 需 僱 用 數 位 編 輯 , 把 已 有 的 新 聞 重 新 編 寫 ,<br />
邊 際 成 本 只 會 輕 微 增 加 。」 此 外 ,《 都 市 日 報 》<br />
和 《 am730》 局 限 在 新 聞 和 專 題 報 道 上 ,《 頭 條<br />
日 報 》 則 定 位 為 內 容 全 面 的 大 報 , 有 新 聞 版 、 副<br />
刊 、 財 經 版 和 娛 樂 版 。《am730》 是 中 原 地 產 創<br />
辦 人 施 永 青 先 生 在 《 頭 條 日 報 》 出 版 後 不 久 所 開<br />
辦 的 。<br />
數 年 後 , 其 他 報 社 亦 仿 效 星 島 新 聞 集 團 的 做<br />
法 , 壹 傳 媒 與 《 香 港 經 濟 日 報 》 於 2011 年 分 別<br />
出 版 了 以 勞 工 大 衆 為 目 標 的 《 爽 報 》 和 針 對 在 職<br />
女 性 的 《 晴 報 》。 劉 先 生 說 :「 目 前 已 有 三 份 收<br />
費 報 章 出 版 免 費 報 , 似 乎 藉 此 對 沖 廣 告 損 失 。<br />
在 最 理 想 的 情 況 下 , 收 費 和 免 費 報 章 均 可 以 賺<br />

features, business and entertainment sections like a paid paper. am730 was<br />
started by Mr Shih Wing-ching, the former owner of the property agency<br />
Centaline, shortly after Headline Daily.<br />
A few years later, other publishing houses began to follow Sing Tao Group,<br />
with Next Media launching Sharp Daily to target the working class and<br />
Hong Kong Economic Times starting Sky Post in 2011 with an eye on the<br />
working women market. “Three of the paid newspapers now have a free<br />
newspaper. They seem to be hedging against the loss of advertising.<br />
In the best scenario, both the paid and free newspaper will make money.<br />
In the worst case, taken together, they will still be profitable,” says<br />
Mr Lau.<br />
“There has been some shift in advertising from paid newspapers to free<br />
newspapers, but overall, free newspapers have expanded the advertising<br />
market, reaching readers who wouldn’t read a paid newspaper.” Although<br />
some of the free newspapers may not survive, it doesn’t appear that the<br />
newspaper market is a zero-sum game.<br />
Online challenge<br />
Another way in which Hong Kong differs from the newspaper market in the<br />
West is that the internet has not spelled doom for the industry.<br />
“The shift in advertising revenue to the internet hastened the decline of<br />
newspapers in the West,” notes Professor Sparks. “This hasn’t happened<br />
in Hong Kong. Instead some advertising revenue has shifted to the free<br />
newspapers but since<br />
many of them are owned<br />
by the same companies<br />
as the paid ones, this<br />
does not pose a big<br />
problem.”<br />

puzzled Professor Sparks.<br />
“I’m not certain but it<br />

因 , 但 看 來 與 港 人 使 用 互 聯 網 的 習 慣 有 關 。 在<br />
美 國 , 谷 歌 搜 尋 器 佔 去 四 成 的 網 上 廣 告 , 而 在<br />
香 港 , 雅 虎 則 較 普 及 , 但 該 網 站 包 括 大 量 其 他<br />

looks to me that one of the reasons is that people in Hong Kong use the<br />
internet differently. In the US, 40% of online advertising goes to Google.<br />
In Hong Kong, Yahoo is more popular. It has a lot of other information<br />
and is less a focussed search tool. People here may not have a purchase<br />
orientation but an entertainment orientation online.”<br />
Professor Sparks is also interested in whether newspapers in Mainland<br />
China will follow the Hong Kong trajectory or the US one. His guess is that<br />
they will follow the Hong Kong trend. “It’s a question of urban planning,”<br />
he says, pointing to the development of blocks of flats in cities on the<br />
Mainland.<br />
He doesn’t believe the rise of the free sheets spells the death of the paid<br />
newspapers in the near future in Hong Kong. “It’s not that expensive to put a<br />
free newspaper out on the back of a paid newspaper. However, on their own,<br />
they are expensive to run as they offer advertisers a less focussed audience. I<br />
suspect the paid newspapers will survive.”<br />
Creative competition<br />
Mr Lau points out that the most significant decline in newspaper readership<br />
has been in North America. “The decline has not been as severe in Western<br />
Europe where there is higher population density and greater use of public<br />
transport. The newspapers in Western Europe also seem to respond to<br />
changes quicker. They are extremely market-driven and competitive.”<br />
The newspaper industry in Hong Kong too has always been competitive.<br />
Mr Lau points out that scores of newspapers were launched over the years,<br />
but only one newcomer in each decade has managed to prosper. Among<br />
the papers that emerged in the 50s, Ming Pao is the best performer.<br />
Other successful titles are Oriental Daily launched in the 60s, Hong Kong<br />
Economic Journal in the 70s, Hong Kong Economic Times in the 80s and<br />
Apple Daily in the 90s. The 2000s saw the launch of free newspapers. “In<br />
each case, the newcomers found a niche and impacted the way others<br />
operated. The threat of competition made others do better,” he says.<br />
There have been concerns that the rising popularity of free sheets spells<br />
the dumbing down of journalism. Free sheets and tabloids tend to attract<br />

外 , 西 歐 國 家 的 報 業 似 乎 較 懂 得 靈 活 變 通 , 絕 對<br />
能 跟 隨 市 場 需 要 轉 變 , 維 持 競 爭 力 。」<br />
香 港 報 業 的 競 爭 從 來 都 很 激 烈 。 劉 先 生 指 多 年 來<br />
香 港 有 不 少 新 報 章 面 世 , 但 每 十 年 只 有 一 份 新 報<br />
紙 能 夠 直 至 今 天 仍 然 維 持 不 俗 銷 量 。 在 50 年 代<br />
誕 生 的 報 章 中 , 以 《 明 報 》 的 成 績 最 理 想 。 其 他<br />
成 功 的 報 章 還 有 60 年 代 推 出 的 《 東 方 日 報 》,70<br />
年 代 的 《 信 報 》,80 年 代 的 《 香 港 經 濟 日 報 》, 以<br />
及 90 年 代 的 《 蘋 果 日 報 》。 到 了 2000 年 代 , 則 見<br />
免 費 報 章 的 湧 現 。「 每 一 份 新 報 章 都 有 其 獨 特 之<br />
處 , 並 對 其 他 現 存 報 章 造 成 一 定 影 響 。 競 爭 確 能<br />
推 動 進 步 。」<br />
有 人 關 注 到 免 費 報 章 漸 受 歡 迎 , 會 導 致 新 聞 水 平<br />
下 降 。 免 費 報 章 和 小 報 旨 在 吸 引 教 育 水 平 和 經 濟<br />

a larger circulation from the less well-educated and the poor, and the<br />
content of these papers is tailored to appeal to this segment. The shift to<br />
more populist journalism is not necessarily a bad thing, Professor Sparks<br />
says, although intellectuals might not think so. “The rise of free sheets has<br />
meant that newspaper readership in Hong Kong is on the rise,” he says.<br />
According to a survey conducted by an advertising group in September<br />
2011, only 20% of the respondents indicated that quality is a decisive<br />
factor in choosing a newspaper to read. Convenience of access is more<br />
important.<br />

Nevertheless, the majority agreed that the quality of paid newspapers is<br />
higher. Thus, the majority of free newspaper readers<br />
also said they read paid newspapers, indicating that<br />
at this stage, free newspapers will not totally replace<br />
paid newspapers.<br />
Mr Lau is of the opinion that each newspaper in<br />
Hong Kong largely caters to a different niche. “The<br />
free papers don’t invest in exclusives or investigative<br />
journalism. The paid newspapers generally have<br />
more substantial content.” He remains optimistic<br />
about the future of newspapers in Hong Kong. “The<br />
leading print newspapers are still full of advertising<br />
and making money. If you’ve got a good product,<br />
you’ll find takers.”<br />
