APPLICATION CHECKLIST<br />
This application checklist helps to ensure that you have included all of the documentation that is needed by the Pretoria Office<br />
to process your visa application.<br />
IMPORTANT - READ THIS BEFORE YOU START TO COMPLETE THIS CHECKLIST<br />
There are several parts to this checklist, one for each Assessment level.<br />
How to use each part of this checklist<br />
1. Before you sign your visa application form, use this checklist to ensure that you have included all necessary documentation<br />
to support your claims.<br />
2. When you are satisfied that you have correctly completed your visa application form and all of the necessary<br />
documentation is included, you should sign and date your visa application form.<br />
3. Include this completed checklist, when you lodge your visa application form and necessary documentation.<br />

When to lodge your application<br />
You should lodge your application when you have all the required information as detailed on the STUDENT APPLICATION<br />
ASSESSMENT FORM (see attached).<br />
Where to lodge your application<br />
Service Delivery Partners (SDPs) that operate Australian Visa Application Centres (AVACs) and Australian Biometric Collection<br />
Centres (ABCCs) are located in various countries. These centres provide visa application lodgement or biometric collection<br />
services on behalf of DIAC.<br />

Visa pricing<br />
From 1 July 2013, new visa pricing arrangements were introduced, changing visa application charges from a single charge at<br />
the time of application to a charge per applicant in an individual or combined application. The new charges that apply from 1<br />
July 2013 have introduced charges for additional applicants in a combined application<br />

Electronic lodgement of Student Visa Applications on the internet - Assessment Level 1 (AL1) student visa applicants are<br />
eligible to apply online for streamlined student visa processing. All persons applying online must still meet Australian visa<br />
health requirements.<br />
Please visit http://www.immi.gov.au/e_visa/students.htm if you are subject to AL1 and choose to lodge your application online.<br />
Secondary School Exchange Student Programs - This refers to formal programs only. These are programs, which have<br />
been approved by the Australian State/Territory education departments and the Minister of Education.<br />
Applicants applying for a student visa under informal exchange arrangements (that is, not approved by Australian<br />
State/Territory education departments and the Minister of Education) must satisfy the criteria set down for all applicants<br />
(including payment of the VAC) and provide all required documentation before a decision can be made on their application.<br />

Medical referrals - If you have an existing or previous serious medical condition or have previously undergone surgery, it may<br />
be necessary to refer your medical reports to the Health Operations Centre (HOC) in Australia for comment. If further medical<br />
reports are required or you are required to undergo further medical tests/treatment, it is in your interests to provide or undertake<br />
these as quickly as possible. Until such time as HOC medically clears you, this office cannot finalise your visa application (that<br />
is. either grant you a visa or refuse the application).<br />
All medicals and radiological examinations undertaken in South Africa, Namibia or Medical examinations conducted by IOM<br />
Medical Unit in Nairobi, Kenya with no complications are subject to local clearance in Pretoria. All medicals from other<br />
countries must be referred to HOC. If this applies to you, you should allow at least an additional three weeks for the processing<br />
of your application.<br />
Travel arrangements - We recommend that you do not make non-refundable or unalterable travel arrangements until you have<br />
been granted a visa. There is no guarantee that you will be granted a visa. In fairness to other applicants, we cannot fast-track<br />
your application simply because you have confirmed your travel arrangements.<br />
Please contact the SDP <strong>VFS</strong> for their acceptable payment types and current immigration visa application charge amounts. <strong>VFS</strong><br />
will charge a service fee above the visa application charge. <strong>VFS</strong> website is www.vfsglobal.com<br />
Please be aware that the decision on your visa application may be decided on the information and documentation that you<br />
include at the time of lodgement.<br />
Delivery and courier charges<br />
You are responsible for all of the costs of delivering information to the Pretoria by mail or courier, including any additional<br />
information that may be requested by the Pretoria. If you submit additional documents without a request from Pretoria at the<br />
Australian Visa Application Centre, you are responsible for all delivery and courier charges.<br />
Average processing time - The average processing time for Assessment Levels 3-4 of a COMPLETE student visa application<br />
is between SIX and EIGHT WEEKS from date of lodgement of your application - some applications may be able to be<br />
processed in less than eight weeks, others may take longer. It is therefore in your interests to lodge your application at least two<br />
months before you intend to commence your course, so that an assessment can be made on your application as quickly as<br />
possible.<br />
Assessment Level 2 applications will be processed within 21 days from the lodgement date.<br />
Assessment Level 1 and ALX (streamlined) applications will be processed within 14 days from the lodgement date.<br />
Applications can only be processed efficiently if ALL mandatory supporting documentation is provided at the time of lodgement.<br />
A decision may be made on the information available without requesting further documentation.<br />
It is in your interest therefore, to submit a complete application. Note: All supporting documentation must be in<br />
English or accompanied by a certified translation.<br />
Please do not send original personal documents (e.g. birth, marriage, education certificates) unless requested by the<br />
Australian High Commission. Copies of the documents must be certified. Bank statements submitted as evidence of<br />
funds must be original documents and will not be returned to the applicant.<br />
Attached is an application checklist to assist you in lodging your application. Please complete and submit this<br />
checklist along with a completed and signed application form. Please remember to include ALL mandatory supporting<br />
documentation.<br />

ASSESSMENT LEVEL 1 -<br />
Payment of the Australian Government Visa Application Charge. If the Visa Application Charge has<br />
been paid to an office of the Department of Immigration and Citizenship in Australia, a copy of the<br />
receipt must be submitted.<br />
Completed Form 157A. (Signed by applicant and all persons over the age of 18 included in the<br />
application. If applicant under 18 years of age signed by parent/guardian)<br />
Completed Addendum to Form 157A. - From 5 November 2011, there have been changes to<br />
Form 157A, which have come into effect to reflect that the department will no longer be conducting<br />
Pre-Visa (PVA) of Student visa applications.<br />

Clients applying for an Australian Visa are no longer required to have a physical label in their<br />
passport when travelling to Australia.<br />
The Australian Government does not require a visa label to be placed in your passport to<br />
confirm your immigration status and entitlements for Australia.<br />
All visa status information is stored electronically on DIAC's systems and is accessed by<br />
airlines flying to Australia when passenger's passports are swiped at check-in.The client's<br />
visa status is immediately known to airline check-in staff.<br />
From 24 November 2012, if a visa holder requires a visa label to be evidenced into their passport, a<br />
Visa Evidence Charge (VEC) of AUD 70 applies.<br />
You can only request and pay the VEC for a visa label after you have been granted an Australian<br />
visa.<br />
Regardless of when your visa application was lodged, or your visa granted, anyone who requests a<br />
visa label may be charged.<br />

The Confirmation of Enrolment (CoE) certificate(s) and/or letter from the institution offering a<br />
place in an approved course<br />
OSHC for the proposed duration of your student visa. Please note that the CoE must show the<br />
expiry date of the OSHC.<br />
The processing of your application may be delayed if the expiry date of the OSHC is not<br />
included in the Confirmation of Enrolment.<br />
Your Overseas Student Health Cover (OSHC) policy must cover the full period of your course or<br />

courses and include a reasonable period after the proposed finish date of your final course. A<br />
student visa can be granted up to the maximum duration outlined below.<br />
Duration of Course:<br />
10 months or less – your visa will usually be granted up to one month longer than the duration of<br />
your course<br />
Longer than 10 months – (Finishing January to October) your visa will usually be granted up to two<br />
months longer than the duration of your course<br />
Longer than 10 months and finishing at the end of the Australian academic year (November –<br />
December) – your visa will usually be granted up to March 15 of the following year.<br />
If OSHC has been paid directly by the applicant, confirmation of Membership letter from<br />
Medibank Private (or other registered health benefit organisation) must be provided.<br />
In addition, from 5 November 2011 the visa period of all new HDR visa grants was increased by six<br />
months to allow for the interactive marking of a thesis. (subclass 574).<br />
Students applying for Subclass 574 will need to make sure they have Overseas Health Cover<br />
(OSHC) for the duration of their stay, including the additional stay period.<br />
You must declare on your student visa application that you have sufficient funds to cover yourself<br />
and your family members for the duration of your stay in Australia for:<br />
living costs<br />
tuition cost<br />
school costs for any school-age children<br />
travel costs<br />
If you are sponsored fully or partially by the government of your country, please provide an official<br />
letter of support.<br />
Information on financial requirements is available on www.immi.gov.au/students<br />
Homestay arrangements - Prepaid fees for formal boarding arrangements with education providers<br />
for student visa applicants are taken into account when assessing whether an applicant meets the<br />
financial requirements for a student visa.<br />
From 5 November 2011, prepaid fees for formal Homestay arrangements through education<br />
providers will be treated the same way.<br />
Formal boarding and Homestay arrangements do not include private boarding or Homestay<br />
arrangements or rent on accommodation. Payment of rent on private accommodation arrangements<br />
is therefore not deducted from the living costs component of the financial requirements. This is<br />
because these arrangements are not formally administered by education providers.<br />
Medical Examinations –<br />
All clients need to have an identifier (HAP ID) in order to undertake medical examination with a<br />
panel doctor. The visa processing office will provide the HAP ID for clients who have already lodged<br />
their visa applications.<br />

Clients who wish to undertake their health examination prior to lodging an application MUST first<br />
complete the My Health Declaration (MHD) form on DIAC website:<br />

Please note that the pre visa application lodgement health examinations can only be processed<br />
electronically if the student attends an eMedical clinic.<br />
Additional HIV test, Hepatitis B & C blood test is required for applicants who will be in a hospital<br />
environment as part of their studies.<br />

If you have been charged with or convicted of a criminal offence, original police certificate from<br />
relevant country (no older than 12 months). If you have served in the armed forces of any country,<br />
you may be required to provide certified copies of military service records or discharge papers.<br />
Adult applicants – certified copy of Birth Certificate, baptismal, hospital record or original affidavit of<br />
birth stating applicant’s full name, date and place of birth.<br />
Evidence of the relationship between the applicant and all members of their family unit (including<br />
those who are not joining the applicant in Australia):<br />
Children: certified copy of full Birth Certificate, Baptismal or hospital record for children under the<br />
age of 18 stating both parents’ names.<br />
Spouse or partner – certified copy of Marriage Certificate or evidence of de facto relationship (i.e.<br />
evidence that applicant and spouse have been residing in a marital relationship for at least 12<br />
months prior to the date of application).<br />
If applicant has been divorced or widowed, certified copy of the divorce decree absolute or the death<br />
certificate of the deceased spouse.<br />
If you or anyone included in the application has been divorced or widowed, a certified copy of the<br />
divorce decree or the death certificate of the deceased spouse (as appropriate)<br />
If any dependent children included in the application are adopted, certified copies of the adoption<br />
papers<br />
Certified copies of documents to verify custody and access arrangements for children under 18<br />
years of age. This is not required if both parents or legal custodians are included in the application.<br />
Proof of ties with home country/incentive to return to home country: All applicants are required to<br />
provide evidence of ties with the home country and incentive to return to home country (financial,<br />
cultural, family ties)<br />
If the applicant is not a national of the country of residence, the applicant is required to provide<br />
evidence of status in that country.<br />
IF YOU ARE A STUDENT UNDER 18 YEARS OF AGE<br />
Certified permission from both parents (included on birth certificate) for visa to be granted or<br />
evidence that other parent has no custodial or access rights (e.g. death certificate or court order<br />
awarding sole custody to one parent and no access rights to the other parent)<br />
If you will be accommodated in a boarding school environment at all times and/or you will be<br />
accommodated by non-relatives* at any time during the period of your stay in Australia, you will be<br />
required to give the school further information about the proposed care arrangements. Please<br />
contact the school for further advice (this does not apply to Secondary School Exchange<br />
Program students, AusAid students, students being accompanied by a parent or guardian or<br />
staying with relative who is at least 18 years of age who is nominated by parents/guardian, or<br />
students placed full-time with a Rotary International approved guardian)<br />

575) - Streamlined Visa Processing. Streamlined visa processing for this visa is designed for<br />
international students applying to study in Australia at a participating university.<br />

main course you are undertaking indicating that you are enrolled in a Bachelor or Masters by<br />
Coursework degree.<br />
If you are intending to undertake an ELICOS, foundation or other pathway course (for example,<br />
bridging course or vocational educational course) as a prerequisite or to enable you to commence<br />
your bachelor or masters by coursework degree, you must also provide evidence of a CoE for each<br />
eligible prerequisite course(s). The approved enabling or prerequisite course(s) must be provided by<br />
an educational business partner nominated by your university and approved by the Minister for<br />
Immigration and Citizenship.<br />

airlines flying to Australia when passenger's passports are swiped at check-in.The client's<br />
visa status is immediately known to airline check-in staff.<br />
From 24 November 2012, if a visa holder requires a visa label to be evidenced into their passport, a<br />
Visa Evidence Charge (VEC) of AUD 70 applies.<br />
You can only request and pay the VEC for a visa label after you have been granted an Australian<br />
visa.<br />
Regardless of when your visa application was lodged, or your visa granted, anyone who requests a<br />
visa label may be charged.<br />

OSHC for the proposed duration of your student visa. Please note that the CoE must show the<br />
expiry date of the OSHC.<br />
The processing of your application may be delayed if the expiry date of the OSHC is not<br />
included in the Confirmation of Enrolment.<br />
Your Overseas Student Health Cover (OSHC) policy must cover the full period of your course or<br />
courses and include a reasonable period after the proposed finish date of your final course. A<br />
student visa can be granted up to the maximum duration outlined below.<br />
Duration of Course:<br />
10 months or less – your visa will usually be granted up to one month longer than the duration of<br />
your course<br />
Longer than 10 months – (Finishing January to October) your visa will usually be granted up to two<br />
months longer than the duration of your course<br />
Longer than 10 months and finishing at the end of the Australian academic year (November –<br />
December) – your visa will usually be granted up to March 15 of the following year.<br />
If OSHC has been paid directly by the applicant, confirmation of Membership letter from<br />
Medibank Private (or other registered health benefit organisation) must be provided.<br />
In addition, from 5 November 2011 the visa period of all new HDR visa grants was increased by six<br />
months to allow for the interactive marking of a thesis. (subclass 574).<br />
Students applying for Subclass 574 will need to make sure they have Overseas Health Cover<br />
(OSHC) for the duration of their stay, including the additional stay period.<br />
You must declare on your student visa application and submit evidence that you have sufficient<br />
funds to cover yourself and your family members (whether accompanying you or not) for the first<br />
12 months of your stay in Australia for:<br />
- living costs per year (AUD 18,610 for yourself; AUD 6,515 for your spouse; AUD 3,720 for the<br />
first child; AUD 2,790 for each other child)<br />
- tuition cost<br />
- school costs for any children aged 5-17 - AUD 8,000 per child, per year<br />
- Travel costs (for yourself and the family members included in your application): AUD 2,000 per<br />
person for applicants from Southern Africa, including South Africa; AUD 3,000 for applicants<br />
from West Africa<br />
If you are sponsored fully or partially by the government of your country, please provide an official<br />

Acceptable sources of income<br />

Homestay arrangements - Prepaid fees for formal boarding arrangements with education providers<br />
for student visa applicants are taken into account when assessing whether an applicant meets the<br />
financial requirements for a student visa.<br />
From 5 November 2011, prepaid fees for formal Homestay arrangements through education<br />
providers will be treated the same way.<br />

Formal boarding and Homestay arrangements do not include private boarding or Homestay<br />
arrangements or rent on accommodation. Payment of rent on private accommodation arrangements<br />
is therefore not deducted from the living costs component of the financial requirements. This is<br />
because these arrangements are not formally administered by education providers.<br />
Medical Examinations –<br />

New Zealand citizen; and usually resident in Australia.<br />
Corporate sponsorship is an acceptable source of funding only if the corporation is genuinely<br />
operating in the international arena; and the applicant is an employee of the company; and the<br />
proposed course of study is relevant to the applicant’s role within the company.<br />
Business account is an acceptable source of funding only if there is evidence of the business<br />
ownership and a declaration from all business owners/directors that they do not object to the funds<br />
being used for student visa purposes.<br />
