<strong>Tender</strong> <strong>Evaluation</strong> Procedures, Criteria and <strong>Marking</strong> <strong>Scheme</strong><br />

1. <strong>Marking</strong> <strong>Scheme</strong> <strong>for</strong> <strong>Tender</strong> <strong>Evaluation</strong><br />

The Government will use a <strong>Marking</strong> <strong>Scheme</strong> to assess the tenders. The weighted technical<br />

score will carry a weighting of 30% as against a weighting of 70% <strong>for</strong> weighted price score.<br />

The overall passing mark <strong>for</strong> technical assessment is 50 be<strong>for</strong>e applying the 30% weighting<br />

<strong>for</strong> the weighted technical score. A <strong>Tender</strong>er failing to obtain the passing mark of 5 <strong>for</strong><br />

criterion 3 or 4, or the passing mark of 4 <strong>for</strong> any of criteria 5 to 7, or the overall passing mark,<br />

its tender will not be considered further. Upon completion of the technical assessment, the<br />

price in<strong>for</strong>mation will be evaluated. A tender with the highest combined score combining the<br />

weighted price score and the weighted technical score will normally be recommended <strong>for</strong><br />

acceptance.<br />

2. Stage 1 <strong>Evaluation</strong><br />

(a)<br />

Completeness check of all tenders will be conducted by checking whether the <strong>Tender</strong>er<br />

has submitted all items required <strong>for</strong> the tender as specified in Clause 4(c) of the Terms of<br />

<strong>Tender</strong>.<br />

(b) A <strong>Tender</strong>er who has failed to submit Part 4 of the <strong>Tender</strong> Form, or Schedule 2 or<br />

Schedule 4 or <strong>Annex</strong> E or the nominations <strong>for</strong> the Supervisors required in <strong>Annex</strong> E will<br />

not be considered further.<br />

3. Stage 2 <strong>Evaluation</strong> - Mandatory Requirements<br />

A tender will not be considered further if it does not fulfil any of the following mandatory<br />

requirements:<br />

(a)<br />

A <strong>Tender</strong>er must be a body corporate duly incorporated under the laws of the place of its<br />

incorporation. A tender submitted by a sole proprietor or an unincorporated body<br />

(including an unincorporated joint venture or consortium or partnership) will not be<br />

considered further;<br />

(b) The <strong>Tender</strong>er must have at least TWO (2) years of experience in planning and<br />

implementation of nature conservation programmes in the past ten (10) years preceding<br />

the <strong>Tender</strong> Closing Date provided that in order <strong>for</strong> a year of such experience to be<br />

counted, there must have been (i) at least 3,500 nature conservation education<br />

programmes as planned and implemented by the <strong>Tender</strong>er in that year and (ii) these<br />

programmes must have received over 85,000 participants in total in that year;<br />

The <strong>Tender</strong>er must have at least TWO (2) years of experience in planning and<br />

implementation of nature conservation outreach functions in the past ten (10) years<br />

preceding the <strong>Tender</strong> Closing Date provided that in order <strong>for</strong> a year of such experience<br />

to be counted, there must have been (i) at least 3,500 nature conservation outreach<br />

functions including 2 major events as planned and implemented by the <strong>Tender</strong>er in that<br />

year (regardless of whether they are the same or different functions or events); and (ii)<br />

these functions and events must have received over 150,000 participants in total in that<br />

year; and (iii) that the contract value <strong>for</strong> the planning and implementation of at least one<br />

of the major events in that year must be over HK$500,000, or if that major event lasted<br />

<strong>for</strong> more than one year, the contract value must be over HK$500,000 per annum.<br />

(c) Each of the two Supervisors nominated by the <strong>Tender</strong>er in <strong>Annex</strong> E <strong>for</strong> provision of<br />

Services under this Contract shall possess at least:<br />

(1) a bachelor’s degree in natural science or geography or eco-tourism or equivalent<br />

awarded by a tertiary institution; and<br />

(2) at least five (5) years’ full time working experience in project management,<br />

coordination of environmental education activities or promotion event, of which<br />

three (3) years full time experience at supervisory level, within the past ten (10)<br />

years preceding the <strong>Tender</strong> Closing Date.<br />

Notes:<br />

For the purposes of the alternative mandatory requirements set out in 3(b) above:<br />

(i) Experience will be accepted regardless of whether or not the <strong>Tender</strong>er has gained it as a<br />

principal contractor or sub-contractor provided that the <strong>Tender</strong>er itself must have planned<br />

and implemented the relevant programmes or functions.<br />

(ii) Experience acquired by a <strong>Tender</strong>er as party to a joint venture (incorporated or<br />

unincorporated) will not be accepted regardless of whether that joint venture was a prime<br />

contractor or a sub-contractor.<br />

(iii) The experience of a shareholder or joint venture party of the <strong>Tender</strong>er (if the <strong>Tender</strong>er is an<br />

incorporated joint venture) will not be accepted.<br />

(iv) The experience of any sub-contractor proposed to be appointed by the <strong>Tender</strong>er <strong>for</strong> the<br />

Contract will not be accepted.<br />

(v) Both local and overseas experience will be considered.<br />

(vi) References to “participants” in 3(b) are counted based on the number of participants<br />

received in the programmes, regardless whether the same individual has participated in more<br />

than one programmes in order to be aggregated.<br />

For the purposes of the mandatory requirement set out in 3(c) above, the full time experience need<br />

not be continuous but the experience of less than one complete year by an employer will not be<br />

counted..<br />

Remarks:<br />

(1) The total technical mark is 100.<br />

(2) The overall passing mark <strong>for</strong> technical assessment is 50 be<strong>for</strong>e applying the 30%<br />

(i) the same explanatory notes set out above <strong>for</strong> the mandatory requirement in 3(b)<br />

events); and (b) that all such functions and events must have received over 150,000<br />

participants in that year; and (c) that the contract value <strong>for</strong> the planning and<br />

implementation of at least one of the major events in that year must be over HK$500,000,<br />

or if that major event lasted <strong>for</strong> more than one year, the contract value must be over<br />

HK$500,000 per annum.]<br />

past ten years prior to the <strong>Tender</strong> Closing Date will be taken into account in<br />

assessing his supervisory experience.<br />

C. The supervisory experience need not be continuous but must be at least of<br />

one year’s duration in order to be aggregated.<br />

D. If more than two supervisors are nominated by the <strong>Tender</strong>er, the total marks<br />

of the supervisors with the first two highest marks will be counted.<br />

5. Stage 4 <strong>Evaluation</strong> - Price Assessment<br />

The calculation of weighted price score is:<br />

Lowest <strong>Tender</strong> Price of the tender which<br />

Weighted Price Score = 70 X<br />

<strong>Tender</strong> Price of the tender which passed<br />

the Stage 3 evaluation<br />

Remarks: In accordance with Clause 9(e) in Terms of <strong>Tender</strong>, the Government may require a<br />

<strong>Tender</strong>er who in the opinion of the Government, has submitted unreasonably low price, to<br />

justify and demonstrate to the reasonable satisfaction of the Government that such a <strong>Tender</strong>er<br />

is capable of carrying out and completing the Contract. If a <strong>Tender</strong>er fails to provide such<br />

justification or demonstration to the Government’s reasonable satisfaction, the Government<br />

may reject its tender.<br />

6. Stage 5 <strong>Evaluation</strong> - Calculation of Combined Score<br />
