Marking Scheme for Tender Evaluation 

Tender Evaluation Procedures, Criteria and Marking Scheme 

1. Marking Scheme for Tender Evaluation 

The Government will use a Marking Scheme to assess the tenders. The weighted technical 

score will carry a weighting of 30% as against a weighting of 70% for weighted price score. 

The overall passing mark for technical assessment is 50 before applying the 30% weighting 

for the weighted technical score. A Tenderer failing to obtain the passing mark of 5 for 

criterion 3 or 4, or the passing mark of 4 for any of criteria 5 to 7, or the overall passing mark, 

its tender will not be considered further. Upon completion of the technical assessment, the 

price information will be evaluated. A tender with the highest combined score combining the 

weighted price score and the weighted technical score will normally be recommended for 

acceptance. 

2. Stage 1 Evaluation 

(a) 

Completeness check of all tenders will be conducted by checking whether the Tenderer 

has submitted all items required for the tender as specified in Clause 4(c) of the Terms of 

Tender. 

(b) A Tenderer who has failed to submit Part 4 of the Tender Form, or Schedule 2 or 

Schedule 4 or Annex E or the nominations for the Supervisors required in Annex E will 

not be considered further. 

3. Stage 2 Evaluation - Mandatory Requirements 

A tender will not be considered further if it does not fulfil any of the following mandatory 

requirements: 

(a) 

A Tenderer must be a body corporate duly incorporated under the laws of the place of its 

incorporation. A tender submitted by a sole proprietor or an unincorporated body 

(including an unincorporated joint venture or consortium or partnership) will not be 

considered further; 

(b) The Tenderer must have at least TWO (2) years of experience in planning and 

implementation of nature conservation programmes in the past ten (10) years preceding 

the Tender Closing Date provided that in order for a year of such experience to be 

counted, there must have been (i) at least 3,500 nature conservation education 

programmes as planned and implemented by the Tenderer in that year and (ii) these 

programmes must have received over 85,000 participants in total in that year;

The Tenderer must have at least TWO (2) years of experience in planning and 

implementation of nature conservation outreach functions in the past ten (10) years 

preceding the Tender Closing Date provided that in order for a year of such experience 

to be counted, there must have been (i) at least 3,500 nature conservation outreach 

functions including 2 major events as planned and implemented by the Tenderer in that 

year (regardless of whether they are the same or different functions or events); and (ii) 

these functions and events must have received over 150,000 participants in total in that 

year; and (iii) that the contract value for the planning and implementation of at least one 

of the major events in that year must be over HK$500,000, or if that major event lasted 

for more than one year, the contract value must be over HK$500,000 per annum. 

(c) Each of the two Supervisors nominated by the Tenderer in Annex E for provision of 

Services under this Contract shall possess at least: 

(1) a bachelor’s degree in natural science or geography or eco-tourism or equivalent 

awarded by a tertiary institution; and 

(2) at least five (5) years’ full time working experience in project management, 

coordination of environmental education activities or promotion event, of which 

three (3) years full time experience at supervisory level, within the past ten (10) 

years preceding the Tender Closing Date. 

Notes: 

For the purposes of the alternative mandatory requirements set out in 3(b) above: 

(i) Experience will be accepted regardless of whether or not the Tenderer has gained it as a 

principal contractor or sub-contractor provided that the Tenderer itself must have planned 

and implemented the relevant programmes or functions. 

(ii) Experience acquired by a Tenderer as party to a joint venture (incorporated or 

unincorporated) will not be accepted regardless of whether that joint venture was a prime 

contractor or a sub-contractor. 

(iii) The experience of a shareholder or joint venture party of the Tenderer (if the Tenderer is an 

incorporated joint venture) will not be accepted. 

(iv) The experience of any sub-contractor proposed to be appointed by the Tenderer for the 

Contract will not be accepted. 

(v) Both local and overseas experience will be considered. 

(vi) References to “participants” in 3(b) are counted based on the number of participants 

received in the programmes, regardless whether the same individual has participated in more 

than one programmes in order to be aggregated. 

For the purposes of the mandatory requirement set out in 3(c) above, the full time experience need 

not be continuous but the experience of less than one complete year by an employer will not be 

counted..

Remarks: 

(1) The total technical mark is 100. 

(2) The overall passing mark for technical assessment is 50 before applying the 30%

(3) A maximum weighted technical score of 30 would be allocated to the Tenderer with the 

highest technical mark, while the weighted technical score for other Tenderers would be 

calculated by the following formula:-

Note 1 : 4 - An aggregate of eight (8) years of experience or more.

above apply hereto in determining whether or not certain experience will be considered; 

and 

(ii) in order for a year of such experience to be counted, the Tenderer must have 

planned and implemented at least 3,500 education programmes in that year (regardless 

of whether they are the same or different education programmes); and all relevant 

programmes in that year must have received no less than 85,000 participants; OR the 

Tenderer must have planned and implemented (a) at least 3,500 nature conservation 

outreach functions including 2 major events as planned and implemented by the 

Tenderer in that year (regardless of whether they are the same or different functions or 

events); and (b) that all such functions and events must have received over 150,000 

participants in that year; and (c) that the contract value for the planning and 

implementation of at least one of the major events in that year must be over HK$500,000, 

or if that major event lasted for more than one year, the contract value must be over 

HK$500,000 per annum.]

5. Stage 4 Evaluation - Price Assessment

Remarks: In accordance with Clause 9(e) in Terms of Tender, the Government may require a 

Tenderer who in the opinion of the Government, has submitted unreasonably low price, to 

justify and demonstrate to the reasonable satisfaction of the Government that such a Tenderer 

is capable of carrying out and completing the Contract. If a Tenderer fails to provide such 

justification or demonstration to the Government’s reasonable satisfaction, the Government 

may reject its tender. 

6. Stage 5 Evaluation - Calculation of Combined Score
