Salisbury Conservation Commission<br />

Supplemental information provided to Salisbury included minor revisions to the stormwater<br />

management system based on peer review comments, including the following revisions:<br />

HydroCAD calculations for proposed conditions for Design Points, 4, 5, 6, 7, 8 and 9;<br />

Drawdown calculations for Infiltration Basins 6 and 9;<br />

Pre- vs. post-development runoff rates for Design Points 6 and 9;<br />

A sketch showing the proposed Low <strong>Impact</strong> Development credits in the vicinity of Cains Brook.<br />

In addition to the elimination of impacts to Wetland 1 as described on page 1-3, supplemental<br />

information on potential wetland impacts in Salisbury was limited to clarification of wetland labels on<br />

the NOI plans and the deletion of the proposed wetland mitigation area in Wetland O. No impacts to<br />

wetland resources which are jurisdictional under the Wetlands Protection Act will occur in the Town<br />

of Salisbury.<br />

1.4.3 Wetlands Protection Measures During Construction<br />

The DEIR Certificate requested that MassDOT ―…include details of the contractual and field<br />

oversight measures that MassDOT will undertake to ensure protection of wetland resource areas.‖<br />

MassDOT has committed to several measures that address concerns related to protection of<br />

wetland resources along the project alignment during construction. First, MassDOT will clearly<br />

delineate the limits of work areas in the field prior to the start of construction activities. Temporary<br />

fencing will be installed adjacent to compost filter tubes in areas adjacent to wetlands in order to<br />

demarcate the limit of work and protect wetland resources outside the limit of work. Permanent<br />

fencing will be installed adjacent to the proposed retaining wall at Wetland I in Amesbury to delineate<br />

the work area and control future maintenance access. Temporary signs will be installed along the<br />

fence to indicate no work or alteration is allowed behind the fence. Notes have been included<br />

throughout the NOI plans indicating that the contractor shall not work in, alter, or disturb any<br />

unauthorized resource areas. The locations of the fencing have been included on the wetlands NOI<br />

plans submitted to the conservation commissions, and the plans will become part of the construction<br />

documents for the project. The contractor will be informed of the presence of the temporary fencing<br />

during pre-construction briefings so that all contractor personnel are aware of the existence and<br />

purpose of the fencing.<br />

MassDOT‘s contractor will engage the services of a qualified environmental monitor who will report<br />

to the MassDOT Resident Engineer during construction to monitor the progress of the work and<br />

ensure compliance with environmental permit conditions and construction plans.<br />

In Amesbury, because of the need to keep alterations of Bordering Vegetated Wetlands I and H<br />

remain below the 5,000 square foot threshold beyond which a Variance from the Wetlands<br />

Protection Act is required, a more permanent chain link fence will be installed to delineate the edge<br />

of the work zone in the wetlands. No work or alterations will be allowed beyond the fencing. The<br />

location of the chain link fencing is also indicated on the NOI plans and will become part of the<br />

construction documents for the project.<br />
