Conclusions In summary, we recommend that all in-water work take place within cofferdams and that only one cofferdam be installed at a time. In addition, we recommend that from April I through June 30 of any year, at least one channel remain unobstructed at all times and that an observer be present during the installation of cofferdams. If anadromous fish are observed in the work area during that period, in-water work should be delayed until they have passed to minimize impacts to Atlantic salmon and other anadromous species during the upstream migration period. An observer plan should be submitted to us for approval prior to the installation of the cofferdams.
