Whittier Bridge/I-95 Improvement Project FEIR Chapter 1.0: Changes Since the Draft Environmental Impact Report and Resolution of Additional Issues A bulleted listing of additional information submitted to date to the conservation commissions is presented below. Project Wide Numerous NOI and stormwater plan revisions were submitted which applied on a project-wide basis to all three communities: Plan entitled ―Compliance with New Development Recharge Requirements‖ dated January 23, 2012 provided to demonstrate percentage of site diverted to a recharge BMP; Plan entitled ―New Development Recharge Calculations‖ dated January 16, 2012 provided to demonstrate calculations for required recharge for new development for each soil type; Typical MassDOT drainage details (Infiltration Basin, Wet Basin, Detention Basin, Sediment Forebay, and Check Dams) submitted; Numerous Notice of Intent plan revisions including additional details on sedimentation and erosion control during construction and delineation of allowable work areas in the vicinity of wetland resources along the corridor; Revised ―Subsurface Test Pit Plans‖ dated January 25, 2012 (4 sheets total) depicting additional test pit locations; Numerous stormwater management plan revisions; Additional typical highway sections; ―New Development Recharge Calculations‖ dated January 16, 2012; ―Rip Rap Apron Sizing Summary‖ dated January 16, 2012; Revised Stormwater Report Figure 9 (revised scale); and Revised ―Water Quality Volume Calculations‖ dated January 16, 2012 for Infiltration Basin 4, Infiltration Basin 5, Infiltration Basin 6 and Wet Basin 7A. MassDOT also submitted a project-specific Operation and Maintenance Plan and Long Term Pollution Prevention Plan (Appendix A) to each conservation commission to demonstrate compliance with stormwater performance standard 9. Additional supplemental information has been provided individually to each of the conservation commissions in response to specific questions raised by the individual commission or the peer review consultant on behalf of the commission. The following listings detail the specific information provided to each commission. Newburyport Conservation Commission Supplemental information provided to Newburyport included the following plans and information: The NOI was revised to provide additional description of Wetland B in general and the resource characterization information in the ANRAD was included; The impacts to riverfront area were modified slightly and the plans for restoration of riverfront areas were developed; and 1-11
