alignment of I-<strong>95</strong> through Newburyport allows for only<br />

a few public access points along the proposed shared<br />

use path at existing streets and/or trail section<br />

connections. Given the physical and regulatory<br />

constraints along the Merrimack River, the most<br />

reasonable location for a (inaudible) connection to<br />

the trail between the Park and Ride facility and the<br />

<strong>Whittier</strong> <strong>Bridge</strong> is the Ferry Road.<br />

Mass. DOT represented us and provided renderings<br />

of this pedestrian access point and have inquired as<br />

to what concerns and/or recommendations the City has<br />

with respect to the design of this trailhead. Mass.<br />

DOT has generously offered to construct a small<br />

parking area at this location to accommodate trail<br />

users. However, in order to address resident concerns<br />

regarding this parking area, we have declined to<br />

request or approve the incorporation of this element<br />

in the project. Again, these funds may be better<br />

spent now in addressing traffic and safety issues at<br />

the Spofford, Moseley and Merrimack intersection and<br />

might have increased demand across the Hines <strong>Bridge</strong><br />

during long-term bridge construction.<br />
