which may be mitigated by the Nuclear Regulatory<br />

Commission. Their final <strong>Environmental</strong> <strong>Impact</strong><br />

Statement is being done in the summer of 2012 so it<br />

will follow the orders, and they may in fact reduce<br />

some of the risks. But I would commend to you the<br />

studies of the National Academy of Engineering and<br />

other studies that show that if you have, for all your<br />

contractors, training to remove equipment from all<br />

four lanes of I-<strong>95</strong>, especially at the bridge where you<br />

have the bottleneck, and if you give financial bonuses<br />

to have employees who take the training course, and<br />

they're certified to have taken it, and penalties for<br />

any contractor who would leave equipment blocking a<br />

lane of evacuation during an emergency, you could save<br />

thousands of lives.<br />

And it's a low probably event but you have a duty<br />

under NEPA and MEPA to consider low probability<br />

high-consequence events that could cost thousands of<br />

lives lost and tens of thousands injured.<br />

So these are mitigation measures entirely within<br />

the control of Mass. DOT. This will be your<br />

department and your contractors and I strongly urge<br />

you to plan for the training to be sure there are not<br />

lanes that are left obstructed as has happened during<br />

ATM, Inc<br />
