as I said, it's going to be relocated so the wall will<br />

MR. HARRIS: My name is William Harris. I am<br />

here tonight for a Foundation for Resilient Societies,<br />

which is a New Hampshire non-profit. I live in<br />

Newburyport and I'm commenting and will provide<br />

detailed comments before your deadline in writing,<br />

about mitigation during your project.<br />

This project, it's accelerated and we're pleased it is<br />

being accelerated and I commend you for the<br />

environmental planning you've done so far which I<br />

think has been outstanding. But because this project<br />

is going to proceed over such a long period of time,<br />

roughly four years, 2013 through 2016, it's important<br />

that you mitigate environmental risks that may occur<br />

during the construction phase, and the most important<br />

from my perspective is the risk that you will be doing<br />

construction across two significant emergency<br />

evacuation corridors. One is the <strong>Whittier</strong> <strong>Bridge</strong>, six<br />

lanes, someday it could evacuate effectively 10 lanes<br />

in counterflow traffic if you count the shoulders.<br />
