We also looked at the affected environment. What's out there now along the highway corridor This is key to an environmental study because it provides you with a baseline against which you assess the potential impacts of your project. And we studied a whole series of criteria and subject areas from topography, land use, visual resources, open space, traffic, safety, air quality, noise, water resources, fisheries impacts in the Merrimack River, wildlife, the wetlands along the corridor, flood plains, historic and archaeological resources, not just the bridge itself but other features in the area, whether there's any oil and hazardous materials that exist along the corridor, impact on existing utilities, stormwater, what's the economic impact of the project, and impact on navigation in the Merrimack River. What is the extent of both permanent and temporary impacts Not just permanent and temporary, but secondary impacts. Will the project engender impacts in a wider area How about cumulative impacts against when you compare the impacts of this project with other projects in the area Where we can't avoid an impact, we look to minimize that. And that's the key. And where we can't avoid those impacts we have to propose some mitigation. So our mitigation chapter includes those measures that the department has committed to to build this project. The visual impacts, overall minor, but at one location we will have a fence to screen the new highway; that's the Whittier Point Condominiums just to the north of the river on the Amesbury side, on the east side. Traffic noise. We did a very detailed assessment of the feasibility of noise barriers. They are not warranted for this project per the terms of the Mass. DOT policy.
