<strong>Whittier</strong> <strong>Bridge</strong> and 1-<strong>95</strong> reconstruction in the years 2013-2016, a period projected to involve aboveaverage<br />

solar geomagnetic disturbances.<br />

11. The u.s. Department of Transportation and the Massachusetts Department of Transportation have<br />

a legal obligation to assess low probability high consequence accidents affecting the quality of the<br />

human environment as part of the <strong>Whittier</strong> <strong>Bridge</strong> and Interstate <strong>95</strong> Modernization Project. 7<br />

12. The <strong>Final</strong> (federal) <strong>Environmental</strong> Assessment for the <strong>Whittier</strong> <strong>Bridge</strong> and 1-<strong>95</strong> Modernization<br />

Project, and the <strong>Final</strong> (state) <strong>Environmental</strong> <strong>Impact</strong> <strong>Report</strong> for this Project should identify specific<br />

mitigation measures that will be proposed by lead agencies to reduce low probability / high<br />

consequence loss of any or all lanes of 1-<strong>95</strong> as an evacuation corridor, including (A) training to protect<br />

evacuation corridor lanes and operability, to be provided to all contractors and sub-contractors and<br />

their employees; (B) evaluation of plans for Staging Areas and positioning and removal of equipment<br />

from 1-<strong>95</strong> travel lanes and on-ramps, to protect the 1-<strong>95</strong> evacuation corridor; and (C) positive financial , ,<br />

incentives for employee training for all contractors and sub-contractors whose work might block or<br />

prevent timely clearance of all 1-<strong>95</strong> lanes to serve as an evacuation corridor during reconstruction of the<br />

<strong>Whittier</strong> <strong>Bridge</strong>, ot~er bridges, and 1-<strong>95</strong> lanes.<br />
