<strong>in</strong>digenes who govern oil beer<strong>in</strong>g states must be made accountable to<br />

<strong>the</strong> people to use funds allocated for actual development <strong>of</strong> <strong>the</strong> region<br />

<strong>in</strong>stead <strong>of</strong> <strong>the</strong> current loot<strong>in</strong>g and pillag<strong>in</strong>g <strong>of</strong> <strong>the</strong> state c<strong>of</strong>fers’<br />

(Igun:2008).<br />

Mabogunje (1995:11), asked two very pert<strong>in</strong>ent questions while<br />

conclud<strong>in</strong>g his work. His first question was “What do we know about<br />

<strong>the</strong> traditional <strong>in</strong>stitutions <strong>of</strong> local governance <strong>in</strong> different parts <strong>of</strong> <strong>the</strong><br />

country” Second, “In what form have <strong>the</strong>se <strong>in</strong>stitutions survived and<br />

<strong>in</strong> what ways have <strong>the</strong>y been modified or are be<strong>in</strong>g modified to make<br />

<strong>the</strong>m more functionally appropriate to present circumstance” A ready<br />

answer I may want to provide is that <strong>the</strong> nation should be able to<br />

appreciate, evaluate and capture <strong>the</strong> activities <strong>of</strong> <strong>the</strong> <strong>in</strong>digenous<br />

<strong>in</strong>stitutions and build <strong>the</strong>m <strong>in</strong>to our laws and statutes. To start with,<br />

accord<strong>in</strong>g to Erero (2000:56),<br />

The process <strong>of</strong> reconstitut<strong>in</strong>g order <strong>in</strong> <strong>the</strong> larger arena called <strong>Niger</strong>ia<br />

would entail hav<strong>in</strong>g communities or representatives <strong>of</strong> <strong>the</strong> diverse<br />

communities <strong>in</strong> <strong>Niger</strong>ia meet<strong>in</strong>g <strong>in</strong> congress or <strong>in</strong> a sovereign National<br />

conference to craft <strong>in</strong>stitutional mechanisms <strong>in</strong> constitut<strong>in</strong>g what<br />

might be referred to as local, state/regional and federal government.<br />

The bottom l<strong>in</strong>e <strong>of</strong> my position is that <strong>the</strong> constitution has to be<br />

radically restructured to derive from <strong>the</strong> collective wisdom <strong>of</strong> <strong>the</strong><br />

people. Its present state, composition and method <strong>of</strong> operation is<br />
