Conclusion<br />

This paper has been able to po<strong>in</strong>t out that <strong>the</strong> formal <strong>in</strong>stitutions <strong>of</strong><br />

government have failed <strong>in</strong> <strong>the</strong> governance quest <strong>of</strong> <strong>the</strong> <strong>Niger</strong>ian state.<br />

A new vista <strong>of</strong> awaken<strong>in</strong>g has been brought to light that <strong>the</strong><br />

<strong>in</strong>degeneous non-governmental organizations abound<strong>in</strong>g <strong>in</strong> our civil<br />

society and <strong>the</strong> communities possess <strong>the</strong> necessary qualities for<br />

foster<strong>in</strong>g democratic governance <strong>in</strong> <strong>the</strong> <strong>Niger</strong>ian state. What is<br />

hang<strong>in</strong>g <strong>in</strong> <strong>the</strong> balance and constitut<strong>in</strong>g a barricade is <strong>the</strong> policy<br />

challenge for a programme <strong>of</strong> <strong>in</strong>stitution build<strong>in</strong>g from <strong>the</strong> bottom <strong>of</strong><br />

society, i.e. <strong>the</strong> community levels to be developed and made to form<br />

<strong>the</strong> foundation for governance at <strong>the</strong> local level and <strong>in</strong> <strong>the</strong> larger<br />

society. The implication <strong>of</strong> this with reference to <strong>the</strong> <strong>Niger</strong> <strong>Delta</strong><br />

region, is that communities and <strong>the</strong> people will become more <strong>in</strong>volved<br />

by becom<strong>in</strong>g stake holders at decid<strong>in</strong>g matters that affect <strong>the</strong>ir very<br />

existence. This will move <strong>Niger</strong>ia away from its present position <strong>of</strong> rule<br />

<strong>of</strong> might to that <strong>of</strong> rule by right and consultation. When <strong>the</strong> people<br />

gets <strong>in</strong>volved <strong>in</strong> <strong>the</strong> actual mach<strong>in</strong>eries <strong>of</strong> governance, <strong>the</strong> teeth<strong>in</strong>g<br />

problems <strong>of</strong> fiscal federalism, electoral fraud and money politics will<br />

becomes th<strong>in</strong>gs <strong>of</strong> <strong>the</strong> past. A commentator puts it barely that ‘<strong>the</strong><br />
