Government Level <strong>in</strong> <strong>Niger</strong>ia: Some Reflections on <strong>the</strong> <strong>Niger</strong> <strong>Delta</strong> Question<br />

<strong>in</strong>formal <strong>in</strong>stitutions ought to be <strong>the</strong> build<strong>in</strong>g blocks <strong>of</strong> <strong>the</strong> new<br />

African democratic polity”.<br />

In <strong>the</strong> analysis <strong>of</strong> this new paradigm shift <strong>in</strong> governance, I will not<br />

pretent to ascribe orig<strong>in</strong> ability <strong>of</strong> any portion <strong>of</strong> it to myself. I have<br />

taken <strong>in</strong>to knowledge, <strong>the</strong> views <strong>of</strong> V<strong>in</strong>cent Ostrom (1987), Wunsch<br />

and Olowu (1990, 1995) Ak<strong>in</strong> Mabogunje (1995: 1 – 13) Ake (1990,<br />

1993) and <strong>the</strong> works <strong>of</strong> <strong>the</strong> ‘Research Group on local <strong>in</strong>stitutions <strong>of</strong><br />

<strong>the</strong> Obafemi Awolowo University, Ile-Ife, <strong>Niger</strong>ia.<br />

In <strong>the</strong> <strong>in</strong>troduction to <strong>in</strong>digenous governance system <strong>in</strong> <strong>Niger</strong>ia,<br />

Olowu and Erero (1977:1 – 2) averred that;<br />

The formal structures <strong>of</strong> government <strong>in</strong> <strong>Niger</strong>ia have<br />

<strong>in</strong>creas<strong>in</strong>gly become a fiction <strong>in</strong> governance. The<br />

services <strong>the</strong>y provide have decl<strong>in</strong>ed sharply <strong>in</strong> quality<br />

and quantity. On several respects, <strong>the</strong>se services are<br />

no longer be<strong>in</strong>g delivered by government agencies.<br />

Flow<strong>in</strong>g from <strong>the</strong> failure <strong>of</strong> governmental structures is <strong>the</strong><br />

development <strong>of</strong> alternative <strong>in</strong>stitutional structures for provid<strong>in</strong>g<br />

essential services ei<strong>the</strong>r <strong>in</strong> terms <strong>of</strong> security,<br />

improvement/ma<strong>in</strong>tenance <strong>of</strong> roads, water facilities etc. (Olowu and<br />

Erero 1997).<br />
