Chapter II: The <strong>Niger</strong> <strong>Delta</strong> <strong>Crisis</strong>: The Political Economy <strong>of</strong> Fossil Fuels <strong>in</strong><br />

<strong>Niger</strong>ia<br />

<strong>in</strong>ternational market. The implication <strong>of</strong> this, though <strong>Niger</strong>ia protested<br />

through its missions <strong>in</strong> <strong>the</strong> US aga<strong>in</strong>st <strong>the</strong> Wash<strong>in</strong>gton decision, is<br />

<strong>the</strong> perpetuation <strong>of</strong> economic dislocation as <strong>Niger</strong>ia failed to address<br />

economic development through holistic approach. The Gulf <strong>of</strong> Gu<strong>in</strong>ea<br />

(GoG) Security <strong>in</strong>itiative from <strong>the</strong> US on which <strong>Niger</strong>ia relies on for <strong>the</strong><br />

security <strong>of</strong> <strong>the</strong> oil rigs and <strong>the</strong> total protection <strong>of</strong> oil mult<strong>in</strong>ationals are<br />

now to be handled by <strong>the</strong> <strong>Niger</strong>ian government. The threat <strong>of</strong> terrorist<br />

attack by <strong>the</strong> Islamic fundamentalists and <strong>the</strong> bid for <strong>Niger</strong>ia to rejo<strong>in</strong><br />

<strong>the</strong> OIC are contradictions which <strong>the</strong> militants could cash <strong>in</strong> on. The<br />

need to diversify <strong>the</strong> economic base <strong>of</strong> <strong>Niger</strong>ia with <strong>in</strong>troduction <strong>of</strong><br />

some degree <strong>of</strong> protectionism will elevate <strong>the</strong> economy <strong>of</strong> <strong>Niger</strong>ia.<br />

Though, it is contrary to <strong>the</strong> tenets <strong>of</strong> <strong>the</strong> WTO. In achiev<strong>in</strong>g this,<br />

<strong>the</strong>re is a need to br<strong>in</strong>g back economic diplomacy as <strong>in</strong>troduced by<br />

<strong>the</strong> Babangida/Ike Nwachukwu government <strong>in</strong> 1986. The present<br />

diplomacy <strong>of</strong> consequences is noth<strong>in</strong>g but an acceptance <strong>of</strong> diplomatic<br />

failure by <strong>the</strong> Yar’ Adua’s government.<br />
