programmes for <strong>the</strong> region. Government could do this <strong>in</strong><br />

conjunction with assistance <strong>of</strong> <strong>the</strong> oil multi-national companies<br />

operat<strong>in</strong>g <strong>in</strong> <strong>the</strong> region.<br />

6 Obnoxious acts such as <strong>the</strong> land use act <strong>of</strong> 1978 should be<br />

revoked. That is one <strong>of</strong> <strong>the</strong> basic factors that tend to deny <strong>the</strong><br />

people <strong>the</strong>ir rights to make claims to <strong>the</strong>ir land and which tend<br />

to deny <strong>the</strong> people’s right <strong>of</strong> control over <strong>the</strong> resources that<br />

perta<strong>in</strong> to <strong>the</strong> land <strong>the</strong>re<strong>of</strong>.<br />

7 Government and oil companies should devise regulatory<br />

mechanisms to ensure that allocation and compensation to <strong>the</strong><br />

oil-bear<strong>in</strong>g communities actually get to <strong>the</strong> people <strong>of</strong> <strong>the</strong><br />

communities.<br />
