Chapter IX: The Politics and Policies <strong>of</strong> Oil Deregulation <strong>in</strong> <strong>Niger</strong>ia:<br />

Implications and Policy Suggestions<br />

It is <strong>in</strong>structive that Ch<strong>in</strong>a, which is <strong>the</strong> fastest grow<strong>in</strong>g<br />

develop<strong>in</strong>g economy <strong>in</strong> <strong>the</strong> world today, has achieved this feat by<br />

<strong>in</strong>ternal home-grown policies. For example, Ch<strong>in</strong>a has resisted all<br />

pressures by <strong>the</strong>se <strong>in</strong>ternational f<strong>in</strong>ancial <strong>in</strong>stitutions to float its<br />

currency. This has not prevented <strong>the</strong> massive <strong>in</strong>flow <strong>of</strong> foreign direct<br />

<strong>in</strong>vestment which cont<strong>in</strong>ues to play a major role <strong>in</strong> <strong>the</strong> unprecedented<br />

growth <strong>of</strong> <strong>the</strong> economy.<br />

It is unlikely that <strong>the</strong> violence <strong>in</strong> delta region will be brought to<br />

an end by federal military bluster<strong>in</strong>g and postur<strong>in</strong>g, or through<br />

seek<strong>in</strong>g foreign military assistance. It will have to be resolved through<br />

a dialogue, not necessarily ano<strong>the</strong>r summit, with all <strong>in</strong>terested<br />

parties, preferably by <strong>the</strong> National Assembly. It should now take <strong>the</strong><br />

lead <strong>in</strong> end<strong>in</strong>g this unjust and unfair fiscal system through <strong>the</strong><br />

appropriate legislation. The oil produc<strong>in</strong>g states should immediately<br />

be <strong>of</strong>fered an annual graduated <strong>in</strong>crease <strong>of</strong> 5 per cent to br<strong>in</strong>g <strong>the</strong><br />

pr<strong>in</strong>ciple <strong>of</strong> derivation to a maximum <strong>of</strong> 40 per cent over a period <strong>of</strong><br />

10 years. This will force <strong>the</strong> non-oil produc<strong>in</strong>g states to look <strong>in</strong>wards<br />

for <strong>the</strong> additional revenue <strong>the</strong>y will now need to make up for <strong>the</strong> short<br />

fall <strong>in</strong> <strong>the</strong>ir revenue. As for <strong>the</strong> federal government it should not get<br />

more than 20 per cent <strong>of</strong> <strong>the</strong> total oil <strong>in</strong>come.<br />
