It is obvious <strong>Niger</strong>ia has jo<strong>in</strong>ed <strong>the</strong> bandwagon <strong>of</strong> petroleum<br />

product prices deregulation without first putt<strong>in</strong>g <strong>in</strong> place <strong>the</strong><br />

necessary <strong>in</strong>frastructure and social framework to support <strong>the</strong> policy.<br />

It is unfortunate <strong>the</strong> situation cont<strong>in</strong>ues to persist aga<strong>in</strong>st <strong>the</strong><br />

expressed wishes <strong>of</strong> <strong>the</strong> <strong>Niger</strong>ian people and <strong>in</strong> <strong>the</strong> face <strong>of</strong> <strong>the</strong> social<br />

and economic dislocation it has resulted because <strong>of</strong> <strong>the</strong> deep-seated<br />

vested <strong>in</strong>terests that have captured <strong>the</strong> petroleum <strong>in</strong>dustry <strong>in</strong> <strong>the</strong><br />

country.<br />

The downstream sector today is characterised by all manner <strong>of</strong><br />

arbitrar<strong>in</strong>ess and favouritism. Throughout charges cont<strong>in</strong>ue to be<br />

imposed on consumers by <strong>the</strong> NNPC even when pipel<strong>in</strong>e supply <strong>of</strong><br />

products to depots across <strong>the</strong> country has virtually ceased for years.<br />

Major marketers cont<strong>in</strong>ue to be granted f<strong>in</strong>anc<strong>in</strong>g charge on <strong>the</strong><br />

pric<strong>in</strong>g template, even when products are supplied to <strong>the</strong>m on credit<br />

and dealers lift products from <strong>the</strong>m on <strong>the</strong> basis <strong>of</strong> advance payment.<br />

Favoured <strong>in</strong>dependent marketers cont<strong>in</strong>ue to act as middlemen<br />

between <strong>the</strong> NNPC and o<strong>the</strong>r <strong>in</strong>dependent marketers, with <strong>the</strong><br />

favoured ones earn<strong>in</strong>g a premium <strong>of</strong> as much as N3 per litre funneled<br />

through <strong>the</strong>m. It is <strong>the</strong> f<strong>in</strong>al consumers that bear <strong>the</strong> burden <strong>of</strong> <strong>the</strong>se<br />

ridiculous charges and mark-ups.<br />
