retail oil prices,” says Bernard Perlste<strong>in</strong>, Editror, News<strong>in</strong>formant,<br />

referr<strong>in</strong>g to October 2004 strike.<br />

The high-priced oil <strong>in</strong> an oil-produc<strong>in</strong>g nation may sounds<br />

peculiar, but <strong>the</strong> problem is traced largely to <strong>the</strong> <strong>Niger</strong>ia’s<br />

ref<strong>in</strong><strong>in</strong>g capabilities, which much like <strong>the</strong>ir o<strong>the</strong>r <strong>in</strong>dustry, is so<br />

<strong>in</strong>efficient that it is actually cheaper for this large oil-producer to<br />

import ref<strong>in</strong>ed oil on <strong>the</strong> global market.<br />

Conclusions and Policy Recommendations<br />

Like every policy measure, deregulation will not be without costs.<br />

A cost-benefit analysis always forms a sound basis for adopt<strong>in</strong>g a<br />

particular policy measure, and one believes that, <strong>in</strong> this case, <strong>the</strong><br />

benefits <strong>of</strong> deregulation peels <strong>of</strong>f <strong>in</strong>to <strong>in</strong>significance compared to <strong>the</strong><br />

costs. The most obvious cost <strong>of</strong> deregulation is spiral<strong>in</strong>g price<br />

<strong>in</strong>creases for transport, to food, to cement, to rent, and so on. This<br />

cha<strong>in</strong> <strong>of</strong> price <strong>in</strong>creases is <strong>in</strong>evitable s<strong>in</strong>ce, <strong>in</strong> economics, everyth<strong>in</strong>g<br />

affects everyth<strong>in</strong>g else, however remotely. Oil is, <strong>of</strong> course, a unique<br />

commodity and its effects are expected to be more pervasive. Although<br />

government <strong>of</strong>ficials have argued that this scenario has not presented<br />
