implemented <strong>in</strong> phases, so as to enable <strong>the</strong> state-owned monopolies to<br />

rega<strong>in</strong> efficiency, before <strong>the</strong>ir full privatisation.<br />

Ano<strong>the</strong>r school <strong>of</strong> thought strongly believes that <strong>the</strong> <strong>Niger</strong>ian<br />

petroleum <strong>in</strong>dustry must not be liberalised, or deregulated, or<br />

privatised completely, for whatever reason, and that <strong>the</strong> status quo<br />

should rema<strong>in</strong>, maybe, with some m<strong>in</strong>or f<strong>in</strong>e-tun<strong>in</strong>g made, "here and<br />

<strong>the</strong>re", to improve efficiency, as appropriate, "<strong>in</strong> <strong>the</strong> overall national<br />

<strong>in</strong>terest" (Braide, Op cit) Essentially, this is <strong>the</strong> implied position <strong>of</strong> <strong>the</strong><br />

NLC and civil society.<br />

However, some o<strong>the</strong>rs <strong>in</strong>sist that complete deregulation,<br />

<strong>in</strong>clud<strong>in</strong>g <strong>the</strong> total, and f<strong>in</strong>al dismantl<strong>in</strong>g, unbundl<strong>in</strong>g, and<br />

subsequent wholesale privatisation <strong>of</strong> all state-owned petroleum<br />

bus<strong>in</strong>esses, should proceed without fur<strong>the</strong>r delay, with maximum<br />

despatch, for <strong>the</strong> cont<strong>in</strong>ued, and mean<strong>in</strong>gful survival <strong>of</strong> <strong>the</strong> <strong>Niger</strong>ian<br />

petroleum <strong>in</strong>dustry <strong>in</strong> <strong>the</strong> 21st century. In short, for such <strong>Niger</strong>ians,<br />

<strong>the</strong> benchmarks <strong>of</strong> globalisation, not nationalisation, dictate <strong>the</strong><br />

tempo <strong>of</strong> <strong>the</strong> new world order <strong>in</strong> <strong>in</strong>ternational petroleum market<br />

transactions.<br />

S<strong>in</strong>ce <strong>the</strong> early days <strong>of</strong> <strong>the</strong> on-go<strong>in</strong>g transition from military<br />

dictatorship to reasonable democracy, <strong>the</strong> Federal Government set up<br />

a team, led by a technocrat <strong>in</strong> <strong>the</strong> Presidency, Mr. Funsho Kupolati, to<br />

expla<strong>in</strong> certa<strong>in</strong> key issues <strong>of</strong> liberalisation, and to counter <strong>the</strong><br />

arguments <strong>of</strong> those opposed to <strong>the</strong> notion and concept <strong>of</strong> deregulation<br />

<strong>of</strong> <strong>the</strong> downstream sector <strong>of</strong> <strong>Niger</strong>ia’s petroleum <strong>in</strong>dustry.<br />
