Chapter IX: The Politics and Policies <strong>of</strong> Oil Deregulation <strong>in</strong> <strong>Niger</strong>ia:<br />

Implications and Policy Suggestions<br />

<strong>in</strong>stitutionalised corruption, with <strong>the</strong> frighten<strong>in</strong>g emergence <strong>of</strong> a<br />

local nouveau riche oil mafia that controls, and coord<strong>in</strong>ates<br />

crude oil, and ref<strong>in</strong>ed petroleum products pipel<strong>in</strong>e sabotage,<br />

and <strong>the</strong>ft ("illegal bunker<strong>in</strong>g") nationwide;<br />

• <strong>in</strong>satiably corrupt military Task Force operatives that assist<br />

diversions <strong>of</strong> both crude oil and petroleum products, and largescale<br />

cross-border smuggl<strong>in</strong>g <strong>of</strong> petroleum products.<br />

All <strong>the</strong>se are <strong>the</strong> root causes <strong>of</strong> <strong>the</strong> protracted and seem<strong>in</strong>gly<br />

<strong>in</strong>tractable severe fuel crises that have bedeviled <strong>the</strong> country<br />

relentlessly for close to a decade now.<br />

As expected, public op<strong>in</strong>ion about deregulation <strong>in</strong> <strong>Niger</strong>ia covers a<br />

wide spectrum, and cuts across all sides <strong>of</strong> <strong>the</strong> argument. Some<br />

<strong>Niger</strong>ians hold <strong>the</strong> view that deregulation cannot be complete,<br />

whe<strong>the</strong>r <strong>in</strong> <strong>the</strong> downstream sector <strong>of</strong> <strong>the</strong> <strong>Niger</strong>ian petroleum <strong>in</strong>dustry,<br />

or <strong>in</strong>deed, <strong>in</strong> any o<strong>the</strong>r sector <strong>of</strong> <strong>the</strong> national economy (Aret, 2001).<br />

However, for some, deregulation is seen as desirable <strong>in</strong> free<strong>in</strong>g<br />

government <strong>of</strong> its concurrent control, and <strong>in</strong>volvement <strong>in</strong> <strong>the</strong><br />

bus<strong>in</strong>esses <strong>of</strong> ref<strong>in</strong><strong>in</strong>g, importation, and distribution <strong>of</strong> ref<strong>in</strong>ed<br />

petroleum products <strong>in</strong> <strong>the</strong> <strong>Niger</strong>ian market. In <strong>the</strong>ir op<strong>in</strong>ion, <strong>the</strong><br />

deregulation <strong>of</strong> <strong>the</strong> petroleum <strong>in</strong>dustry <strong>in</strong> <strong>Niger</strong>ia should be<br />
