due to limited capacity <strong>of</strong> private sector which emanates from mass<br />

poverty as earlier analysed (Ibid). Also, effective regulation is lack<strong>in</strong>g<br />

given <strong>the</strong> various rigidities and distortions <strong>in</strong> <strong>the</strong> <strong>Niger</strong>ian economy<br />

which prevent efficient function<strong>in</strong>g <strong>of</strong> <strong>the</strong> market system. Given this,<br />

it may be difficult for deregulation and privatization policies to be<br />

effective <strong>in</strong> <strong>Niger</strong>ia.<br />

For privatization to be effective <strong>the</strong>re is need for transparency<br />

and accountability <strong>in</strong> its execution and implementation. It has been<br />

claimed that <strong>the</strong> sales <strong>of</strong> enterprises should be made transparent by<br />

adopt<strong>in</strong>g competitive bidd<strong>in</strong>g procedures; develop<strong>in</strong>g objective criteria<br />

for select<strong>in</strong>g bids and creat<strong>in</strong>g a clear focal po<strong>in</strong>t with m<strong>in</strong>imal<br />

bureaucracy to monitor <strong>the</strong> overall programme. In <strong>Niger</strong>ia, lack <strong>of</strong><br />

transparency and accountability are <strong>the</strong> major problems fac<strong>in</strong>g our<br />

economy. For <strong>in</strong>stance, it has been consistently claimed that <strong>the</strong><br />

number <strong>of</strong> barrels be<strong>in</strong>g produced can still not been ascerta<strong>in</strong>ed.<br />

Abuses and corruption are <strong>the</strong> ma<strong>in</strong> reasons for <strong>the</strong> poor performance<br />

<strong>of</strong> <strong>the</strong> oil sector and public enterprises. S<strong>in</strong>ce <strong>the</strong>se evils are still<br />

prevalent <strong>in</strong> <strong>Niger</strong>ian economy, <strong>the</strong>re is no doubt that <strong>the</strong>y will affect<br />

and h<strong>in</strong>der <strong>the</strong> privatization and deregulation exercises. For <strong>in</strong>stance,<br />

<strong>in</strong> Gu<strong>in</strong>ea and Poland, lack <strong>of</strong> transparency <strong>in</strong> privatization policy<br />

implementation has halted its execution and caused backlash<br />

respectively. In this regard, <strong>the</strong> capital market has a significant role to<br />

play <strong>in</strong> <strong>the</strong> privatization process (Ajisafe, Saibu and Adedokun, 2005).<br />

This is so <strong>in</strong> that utiliz<strong>in</strong>g <strong>the</strong> stock exchange enhances <strong>the</strong> credibility<br />
