Implications and Policy Suggestions<br />

(xi) Address<strong>in</strong>g <strong>the</strong> concerns <strong>of</strong> consumers through appropriate<br />

regulation <strong>of</strong> privatized monopolies and mach<strong>in</strong>ery to handle<br />

consumer compla<strong>in</strong>ts;<br />

(xii) Tak<strong>in</strong>g steps, for example by specify<strong>in</strong>g conditions <strong>in</strong> sales<br />

agreements, <strong>in</strong> order to prevent abuses such as unauthorized<br />

transfers to third parties <strong>of</strong> privatized enterprises immediately after<br />

<strong>the</strong>ir divestiture;<br />

(xiii) Def<strong>in</strong><strong>in</strong>g <strong>the</strong> role <strong>of</strong> foreign participation with regard to largescale<br />

or strategic enterprises;<br />

(xiv) Provid<strong>in</strong>g for safeguards (such as <strong>the</strong> use <strong>of</strong> golden share”) <strong>in</strong><br />

strategic enterprises <strong>in</strong> order, for example, to prevent hostile<br />

takeovers; and<br />

(xv) Establish<strong>in</strong>g mechanism <strong>of</strong> procedures for monitor<strong>in</strong>g <strong>the</strong><br />

progress and results <strong>of</strong> privatization, <strong>in</strong>clud<strong>in</strong>g compliance with<br />

commitments made by private <strong>in</strong>vestors.<br />
