Mount<strong>in</strong>g a programme to promote public awareness <strong>of</strong> <strong>the</strong><br />

value <strong>of</strong> privatization to <strong>the</strong> economy so as to contribute to <strong>the</strong><br />

build<strong>in</strong>g up <strong>of</strong> a broad-based consensus;<br />

(vii) Build<strong>in</strong>g market<strong>in</strong>g up front <strong>in</strong> each privatization operation <strong>in</strong><br />

order to stimulate potential <strong>in</strong>terest among <strong>in</strong>vestors and thus to<br />

enhance <strong>the</strong> value <strong>of</strong> <strong>the</strong> public enterprise to be privatized;<br />

remember<strong>in</strong>g that, apart from “small privatizations” no two<br />

privatizations are <strong>the</strong> same;<br />

(viii) Promot<strong>in</strong>g popular participation <strong>in</strong> <strong>the</strong> privatization process<br />

through <strong>the</strong> allocation <strong>of</strong> a proportion <strong>of</strong> corporate shares to small<br />

<strong>in</strong>vestors (“popular capitalism”) or through mass privatization;<br />

(ix) Address<strong>in</strong>g <strong>the</strong> concerns <strong>of</strong> employees by pay<strong>in</strong>g particular<br />

attention to <strong>the</strong>ir acquired rights, compensation measures for<br />

retrenched workers and to employment protection and job creation<br />

measures;<br />

Promot<strong>in</strong>g employee participation <strong>in</strong> <strong>the</strong> privatization process<br />

through <strong>the</strong> allocation <strong>of</strong> a proportion <strong>of</strong> corporate shares, as<br />

reflected <strong>in</strong> <strong>the</strong> special provision <strong>of</strong> 10% equity to employees <strong>of</strong> <strong>the</strong><br />

privatized entity;<br />
