militias on oil <strong>in</strong>stallations and production <strong>in</strong> <strong>the</strong> region. Local and<br />

Foreign oil workers are be<strong>in</strong>g regularly kidnapped by <strong>the</strong> militias for<br />

ransomed money which is used for <strong>the</strong> procurement <strong>of</strong> arms. The<br />

substantial presence <strong>in</strong> <strong>the</strong> region <strong>of</strong> <strong>the</strong> <strong>Niger</strong>ian Army and o<strong>the</strong>r<br />

security forces has had no effect <strong>in</strong> deterr<strong>in</strong>g <strong>the</strong> militias from<br />

destroy<strong>in</strong>g vital oil <strong>in</strong>stallations and block<strong>in</strong>g some oil exports. There<br />

is some evidence that personnel <strong>of</strong> <strong>the</strong> armed forces <strong>of</strong>ten collude with<br />

<strong>the</strong> militia and are, <strong>the</strong>mselves, <strong>in</strong>volved <strong>in</strong> <strong>the</strong> wide spread lucrative<br />

oil bunker<strong>in</strong>g <strong>in</strong> <strong>the</strong> troubled region. Daily, some 100million barrels<br />

<strong>of</strong> oil are be<strong>in</strong>g shipped out illegally from <strong>Niger</strong>ia.<br />

Most <strong>of</strong> <strong>the</strong> foreign owned oil companies, <strong>in</strong>clud<strong>in</strong>g Shell, <strong>the</strong><br />

largest, have be<strong>in</strong>g forced by <strong>the</strong> militia to shut down some <strong>of</strong> <strong>the</strong>ir oil<br />

wells and cut production, as well as oil exports. It is estimated that<br />

because <strong>of</strong> <strong>the</strong> <strong>in</strong>stability <strong>in</strong> <strong>the</strong> region <strong>Niger</strong>ia is now los<strong>in</strong>g some 750<br />

millions barrel <strong>of</strong> oil export daily, about a third <strong>of</strong> its oil production<br />

and exports. That represents an estimated annual loss <strong>in</strong> revenue to<br />

<strong>Niger</strong>ia <strong>of</strong> over $20 billion. Oil exports still account for about 90 per<br />

cent <strong>of</strong> <strong>Niger</strong>ia total exports and foreign exchange earn<strong>in</strong>gs. Angola is<br />

reported to have overtaken <strong>Niger</strong>ia as <strong>the</strong> largest oil producer <strong>in</strong><br />

Africa, with foreign oil <strong>in</strong>vestors preferr<strong>in</strong>g to <strong>in</strong>vest more <strong>in</strong> <strong>the</strong><br />

Angolan oil field. New oil fields <strong>in</strong> <strong>the</strong> Sudan, Equatorial Gu<strong>in</strong>ea and<br />

Cameroon <strong>of</strong>fer <strong>in</strong>creas<strong>in</strong>gly better alternative prospects to <strong>the</strong> foreign<br />

oil companies as new sources <strong>of</strong> supply, at a time when global<br />

demand for oil and oil prices are <strong>in</strong>creas<strong>in</strong>g rapidly.<br />
