called <strong>in</strong>to question <strong>the</strong> prevail<strong>in</strong>g orthodoxy from <strong>in</strong>ternational<br />

f<strong>in</strong>ancial <strong>in</strong>stitutions that economic reform and poverty-reduction go<br />

hand-<strong>in</strong>-hand.<br />

Oil, Politics and Fiscal Federalism <strong>in</strong> <strong>Niger</strong>ia<br />

<strong>Niger</strong>ians like see<strong>in</strong>g <strong>the</strong>mselves as <strong>the</strong> “greatest nation,” “hope <strong>of</strong><br />

Africa,” and “hope <strong>of</strong> <strong>the</strong> black race.” It is more a declaration <strong>of</strong> <strong>in</strong>tent<br />

or celebration <strong>of</strong> potential, than a statement <strong>of</strong> fact. It is a triumph <strong>of</strong><br />

hope that defies sad reality (Odiase, 2005). Somehow <strong>the</strong> country<br />

never quite manages to live up to its own self-proclamations. But,<br />

however, tired and tested “<strong>the</strong> sleep<strong>in</strong>g giant” and her <strong>in</strong>exhaustibly<br />

hopeful peoples cont<strong>in</strong>ue to dream that one day, <strong>the</strong> country will, a la<br />

Mart<strong>in</strong> Lu<strong>the</strong>r K<strong>in</strong>g Jr.'s exasperated dream about America, “live up to<br />

<strong>the</strong> true mean<strong>in</strong>g <strong>of</strong> its creed!” (myhero.com). From all <strong>in</strong>tent and<br />

purposes, <strong>the</strong> country and <strong>the</strong> peoples' dreams rema<strong>in</strong> an endur<strong>in</strong>g<br />

“great notion!”<br />

Over <strong>the</strong> years it has been a compell<strong>in</strong>g wonder to many pundits,<br />

sympa<strong>the</strong>tic and unsympa<strong>the</strong>tic observers, why <strong>the</strong> country cont<strong>in</strong>ues<br />

to stand and wea<strong>the</strong>r all k<strong>in</strong>ds <strong>of</strong> foretold collapse and imm<strong>in</strong>ent<br />

catastrophe. It is nei<strong>the</strong>r at war nor is it at peace. And at <strong>the</strong> moment<br />

it is not a military regime and it cannot be described as a democracy<br />

without huge qualifications ei<strong>the</strong>r.<br />

It should not be difficult to understand what makes <strong>the</strong> country<br />

tick. The political economy is built around “<strong>the</strong> Black Gold” - oil. For<br />
